Study On The Public Network Participation In The Social Governance Innovation

China is in the important period of strategic opportunity,and also faces with many risks.In this context,the CPC Central Committee put forward a new requirement of "Innovation Social Governance System" at the Third Plenary Session of the 18 th."Innovation Social Governance" requires to adhere to multi-participatory and common governance under the leadership of the Party,and make the government,market,social and other diverse subjects play important roles in the social management of collaborative collaboration.In the innovation of social governance,guiding the public to participate in social governance is the core link,which is the current weak and difficult links in social governance.With the continuous awareness of the people's democratic consciousness and the awareness of the rights,as a new way of participation,how to promote the public's political participation in a healthy and orderly networks,how the government in the network political development process to serve the public and meet Public social needs,and how to promote social governance innovation,which is a real problem placed in front of us.Under the leadership of the party,governments at all levels are actively concerned about the practice of public network participation in innovative social governance.Based on the people's sovereignty theory of Marxism and the new public service theory,this paper takes the case as the breakthrough point,analyzes the process of Qingdao public network participation,and makes an empirical investigation on the network participation of Qingdao.From the public network participation,participation channels,scope of participation and other aspects of the summary,and analysis of the effectiveness of public network participation,the study found the problems that exposed in the progress of the public network participate: participation in behavior irrational and disorderly coexist,the lack of public network participation,and the lack of feedback from the government on public network participation.The causes are: the network participation system is not perfect,the quality of network participants uneven,the government involved in network information processing lag.To promote public network participation in social governance in a order and healthy way,we should strengthen the norms of public network participation under the guidance of Marxism theory.First of all,we should create a cultural atmosphere of rational network participation,which means not only to strengthen the education of network participants to improve the ability to participate in the practice of network participation effectively,but also to develop high-quality network leaders;Secondly,we should promote the construction of network system in public participation,improve the law of network management,and improve all-round system including the network consulting system,network supervision system and feedback and incentive system.Finally,the government needs to improve the management of public network participation and the staff should establish the concept of service-oriented government cooperating with the media to promote a reasonable network of participation and broaden channels of network participation.
