With the development of society,the theory of the inventory management is becoming more and more perfect.And more and more attention is paid to the way of ruducing the running costs by improving the inventory managemen.In order to reduce the costs of capital,many large enterprises spend lots of energy improving the inventory management in their units.They find all aspects of the inventory management problems,and constantly improve and integrate all aspects to minimize the costs of the inventory management and to achieve optimization of the operation funds usage.In this process,the inventory management has got a better development,and the scope of its application is becoming wider and wider.In addition to reducing the costs,the inventory management can also help enterprises achieve a higher level of service.Government agencies also need to run large amounts of funds,especially office supplies,which account for a large proportion.Therefore,it has become an important issue to achieve optimal use of administrative funds by using advanced management methods to purchase office supplies in the administrative operation.In the study of SA municipal government office supplies,computers,tables and chairs and other office supplies have a longer life cycle.Although the items are expensive,it is in a long time before the purchase needs again,and the amount of storage is very few at the same time.However,the office paper is not the same.The smooth operation of government agencies needs to print documents,and the annual total volume is very high.Office paper is the raw material for printed documents.Annually,the amount of document issuance is extremely large.And even,government agencies use a great deal of paper every day to meet the needs of the work.Morever,it's difficult to save office paper because paper is flammable,easy to tide and perishablel.And the number of annual loss of paper is also very high.The survey finds that the amount of expenditure in ordering,preservation and the use of office paper supplies is quite large in government agencies every year,which has a great impact on the administrative expenses of government agencies.It's urgently necessary to manage the use of office paper,procurement and other aspects in order to reduce the relevant expenditures.This paper chooses SA municipal government office paper as the research object,analyses the control situation of the office paper storage quantity of SA municipal government,and introduces the inventory management concept into the management of SA municipal government office paper.It means that the governmen is taken as the agency of the production document this special "product",while the paper as the raw material of it.By managing office paper well and ensuring to meet the paper use of SA municipal government,the government can achieve the goal of reducing the use of inventory management expenses.In the paper management of SA municipal government in the past,this work is very simple.It only needs to meet the demand of all the SA municipal departments for paper.Only a large amount of paper is needed in the warehouse,and it's good that the situation that paper is not enough doesn't happen.In this case,the management of office paper is not in place.Office paper is often used repeatedly in the same place because of document printing errors,excessive paper production,excessive loss of paper and other reasons.The most direct consequence is that the office paper is used too fast.Once people feel that the paper is not enough,they will order a large number of order paper immediately.It has not only a lot of unnecessary paper consumption but also excessive paper procurement more times and the backlog of paper inventory.This phenomenon leads to a large number of office paper expenses and brings a lot of pressure to the operating funds.It is necessary to improve internal management to improve operational efficiency.After analyzing and researching,this paper finds out the existing problems in the management of SA office paper stock,such as the backwardness of management concept,extensive supplier management and insufficient information exchange and so on,and systematically studies the common problems in the paper management.By establishing the best order quantity,standardizing the management process,and defining the division of labor,it can improve the SA office paper inventory management.At the same time,advice should be givven such as putting forward the establishment of incentive system,doing a good job of supplier management,improving information work and so on.Not only is it meaningful for SA municipal government operation and management system to enhance the efficiency,but also it is very important for the SA municipal government offices to improve the coordination and cooperation with other government departments,social enterprises and other units.
