Industrial agglomeration is an industry organization form shown in the process of economic development, has become a significant feature in many countries, regions or cities, is a strategic way of economic development. Henan Province, industrial agglomeration has formed a constantly promoting regional economic power forward. Put forward new tasks and new requirements of the party’s eighteen plenary session for the economic development in the new period, in order to adapt to the new era of the needs of the market, better to complete the task of economic development, effectively improve the quality and efficiency of development zone of Henan industrial agglomeration is an important task in front of us. Xingang industrial agglomeration area in Xinzheng city as the first batch of key industrial parks, to further implement the decision to deploy our city, Zhengzhou Province, to promote the new industrialization, new urbanization, agricultural modernization and informationization, promote the coordinated development of "three modernization" of great significance.In 2014, the city of Xinzheng on the regulation of industrial enterprises added value of 27390000000 yuan, an increase of 12%, agglomeration on the regulation of enterprises the main business income of 31000000000 yuan, the added value of 4100000000 yuan, accounting for the city’s industrial added value of 15%. At present, the economic development of Xinzheng is in the stage of quality and efficiency, there is a provincial industrial zone(Xingang industrial district), a total area of 16 square kilometers, with food, medicine for the formation of industrial clusters leading industry. Xinzheng municipal Party committee, City Hall has done a lot of work in the industry planning policy, infrastructure, public platform construction, support, creating a development environment, also made some achievements, but how to take measures in order to accelerate industrial agglomeration, promote the development of industrial agglomeration, make it become the growth pole of economic development in Xinzheng, is an important subject in current faced.First of all, based on domestic and foreign related research on industrial agglomeration literature made careful inspection, the relevant theories of industrial agglomeration and industrial agglomeration area concept analyses. Secondly, this paper takes Xinzheng city of Henan Province as an example, the basic situation of Xinzheng City, Xingang industrial agglomeration area of the survey, according to the development situation and the government of the Xingang industrial agglomeration area contributions and points out the existing problems and the gathering area of the government in promoting the agglomeration of deficiencies in the construction area. Finally, this thesis uses the method of theory and practice, the Xinzheng municipal government in promoting measures of industrial agglomeration development, put forward the optimization of industrial layout, strengthen policy guidance and many constructive suggestions, in order to provide a useful reference for the present development of Xinzheng.
