The conglomerative development of the human resources service industry is currently the overall development trend of China's human resources service industry,and it is also an effective way to improve the development level of the industry.Judging from the current status of the human resources service industry in various regions of China,the role of the government in the industry is more obvious.The Yangtze River Delta,as a demonstration region of China's economic integration,has a rapid development,a stable foundation and a high level compared with other regions,and has a certain degree of representation.Therefore,an in-depth study of the government behavior in the accumulation and development of the human resources service industry in the Yangtze River Delta will help local government provide accurate services and more professional guidance for the industry.At the same time,it also provides relevant development experience for the local governments in other regions.The main body of this article consists of the following four parts:The first part: This part first elaborates the research methods,ideas and significance of this article.Secondly,it introduces the theoretical basis involved in the argumentation of the paper and lays a foundation for the following research.Finally,the concepts of human resources service industry,industrial agglomeration and government behavior were introduced and redefined on this basis.The second part: The paper summarizes the development status and characteristics of the human resources service industry in the major economic regions of the country.Through the comparison of various indicators,it highlights the research value and significance of the human resource service industry in the Yangtze River Delta.Then it focused on the actual development of the Yangtze River Delta region,including population,industrial structure,and employment conditions.The third part: This section first summarizes the actions of local governments in the Yangtze River Delta in promoting the development of the human resources service industry,including the construction of the human resources service industrial park,the creation and optimization of the environment,and the formulation and implementation of the dividend policy.Then,through the analysis of the current state of government behavior,it is pointed out that the local governments have the anomalous.Finally,according to the in-depth study of anomie behavior,the main are the lack of experience when the government implements the behavior,the imperfect construction of the supervision system,the lack of innovation in the government's behavior and the assessment and assessment of the government.The fourth part: Based on the analysis of the anomie in the Yangtze River Delta government,this section proposes a solution to the optimization of government behavior.In the overall thinking,the most important point of all local governments in the Yangtze River Delta region in promoting the gathering and development of the human resources service industry is to strengthen regional cooperation,change the original development ideas,and coordinate the development of the entire region.In terms of specific optimization methods,we believe that a regional human resources service industry coordinated development department and a regional human resource service industry association should be established to coordinate the development and supervision of the human resources service industry among the regions,and secondly,improve the market.,government personnel,and evaluation of industrial parks and establish relevant assessment systems.Finally,the use of modern cloud platform technology,think tanks and integrity score management to enrich government behavior and improve the effectiveness of government actions.
