The Study Of The New Follow Villager Role In Rural Governance

At present,the modernization of national governance become a target for the future development of our country,as the vast rural areas,the realization of the modernization of rural governance determines the process of the modernization of national governance in our country.How to excavate the traditional Chinese endogenous governance resources,realize the modernization of rural governance,become a hotspot of scholars.In 2014,xi jinping,the general secretary put forward that the socialist core values must be based on Chinese excellent traditional culture,make Chinese excellent traditional culture cultivation of socialist core values.Two sessions in 2016,?the outline of the 13 th Five-Year Plan(draft)?mentioned " the new follow villager culture " and this statement: "cultivate civilized local custom,good family trait,new follow villager culture." National governance needs and policy direction give such a revelation to us,with new follow villager partic ipation in rural governance is one of the important way to the realization of rural governance in China as well as the modernization of rural governance.Combining with present situation of rural society and the experience of our country traditional rural social governance,this paper thinks the new follow villager is one of the effective methods to solve the problem of contemporary rural governance.New follow villager is the new connotation of traditional squire in the new era,it not only inherited the aligning with sage,advocating virtue and good deeds which is villager culture gene,and injected with democracy,freedom,equality,and modern civilization factor such as happiness,has more new connotation and value than the squire.In this paper,by comparing the new follow villager with traditional squire,follow villager and rural elite,it is concluded that under the condition of the hollowing out of human resources,weak economic resources,the backward cultural resources in rural,new follow villager management played a important role to make up the shortage of talent,and promotes the rural governance.Through depth research in R village Shanxi Province,this paper proposes that the positive ro le of a new follow villager in the country political,economic,culture,education,and health care,and points out that there may be some risks for new follow villager partic ipation in village governance,through preventive measures,such as strengthen the guid ing,nip in the bud,strict law;Through positive measures,such as structures,platforms,the public opinion guidance and the related polic ies and other ways to attract new follow villager home to participate in rural governance,improve the effect of rural governance,promoting and realizing the modernization of rural governance in the end.
