Research On Rural Governance Participated By New Rural Elites In Sichuan Province

Since the 19 th CPC National Congress put forward the rural revitalization strategy,strengthening and improving rural governance has become an important part of it.In order to improve the ability of rural governance,the participation of new rural sages in rural governance as an emerging main body of governance has gradually been paid attention to,and the strategic planning of rural revitalization also emphasizes the active role of new rural sages in rural governance.At present,the new rural sages in Sichuan Province have made some achievements in participating in rural governance,but they still face some difficulties and deficiencies in the process,which requires us to accurately find the problems and put forward solutions under the guidance of theories,so as to fully release the potential of village governance.This study focuses on the participation of new rural sages in rural governance in Sichuan province,and adopts a combination of theory and practice.From the theoretical level: the article systematically combs the basic concepts and theoretical basis related to the participation of new rural sages in rural governance,and points out the significance;From the practical level,questionnaire and interview are adopted to investigate the status quo of new rural sages’ participation in rural governance in several demonstration towns and villages in Sichuan Province.At the same time,combined with typical cases and based on the investigation results,the process of new rural sages’ participation in rural governance is summarized as follows: Gradually strengthen the sense of participation,become a good helper of villagers’ self-governance,innovate the main participation forms of rural governance,and create basic conditions for rural governance;It is concluded that there are still the following problems in the new rural sages’ participation in rural governance in Sichuan province: insufficient development vitality of the new rural sages’ participation in rural governance,governance contradictions between the new rural sages and the village committee,interest corruption and deterioration of individual new rural sages,hidden trust crisis between the new rural sages and villagers,and lack of governance ability of some new rural sages.Based on the analysis of the problems,the reasons are as follows: insufficient guarantee for the participation of the new rural sages in village governance,backward coordination mechanism of multiple governance bodies at the grass-roots level,weak rural supervision force that causes the corruption of the new rural sages,villagers’ lack of accurate cognition of the new rural sages culture,and insufficient attention to the cultivation of the governance ability of the new rural sages.Therefore,according to the guidance of relevant theories,the following targeted countermeasures are proposed: first,to improve the guarantee system for new rural sages to participate in village governance;second,to innovate the cooperative operation mechanism of multi-governance community;third,to deepen the supervision of new rural sages to participate in village governance;fourth,to build cultural support for new rural sages to participate in village governance;fifth,to promote the capacity building of new rural sages to participate in village governance.Thus,through the above countermeasures,we can give full play to the role of new rural sages in village governance,promote the sustainable and positive development of new rural sages in Sichuan Province to participate in rural governance,and help improve the efficiency of rural governance in Sichuan province.
