New Follow Villagers Participate In The Study Of Rural Governance Issues

With the development of China’s market economy and the impact of the urban-rural dual system,the gap between urban and rural development in China is widening day by day.Rural areas have gradually become a synonym for backwardness.Rural social development is facing great difficulties and rural governance is struggling.Under the background of the current strategy of rural revitalization,the phenomenon of new villagers benefiting rural catalpa is quietly emerging.Gradually attracted the attention of countries and experts and scholars.Two central no.1 documents in 2015 and 2018 also further clarified the role of new villagers in village governance.This paper uses collaborative governance theory and elite theory as the analysis framework,using the method of literature analysis and in-depth interviews,participatory observation of P village new follow villager participate in the analysis of rural governance problems,through the analysis found that P village new follow villager in the lack of governance mechanism in the process of rural governance,weak,new follow villager participation in rural governance authority is not high,lacking the ability to participate in rural governance and other issues.Based on the analysis of the above problems,it is believed that the main causes of these problems are the insufficient understanding of the government,the restriction on the level of rural social and economic development,the lack of new local culture,and the low level of rural education.In view of these problems,our countermeasures are to raise the government’s awareness of the role of new villagers in rural governance,vigorously develop rural economy,carry forward the culture of new villagers,and develop rural education.As a new means of rural governance,the new follow villager is fundamentally different from the previous model of village governance by the gentry.As a new way of good governance in rural areas,the research on the practical problems of new townsfolk’s participation in rural governance is of great practical significance to promote rural revitalization and realize the sharing,co-governance and co-construction of rural society.This paper aims to promote the new villagers to play a better role in participating in rural governance by studying the participation of new villagers in P village,and to provide reference for the rural governance in other areas.
