| Since The eighteenth Congress of the Communist Party of China,Central Committee of the Communist Party of China,Central Military Commission of Communist Party of China and President Xi Jinping have attached great importance to the improvement of military welfare treatment,and the Military headquarters have also issued a series of policies to benefit the majority of officers.However,in recent years,the task of the army is increasingly heavy and contradiction between work and rest is prominent.Besides,the army is in the profundal zone of reform and temporary task is increasing.Thus,the current vacation mode is obviously lagging behind the development of the situation and tasks of the army,which affects the normal conduct of soldiers’ leave.The purpose of this paper is how to make the most effective policy of visiting relatives,how to make leave system more flexible,more convenient,more humane,and more conducive to the construction of a harmonious atmosphere and internal environment to keep the heart.How to make soldiers’ leave to be an effective way for the officers to adjust the rhythm,release pressure and enjoy life is not only the urgent need of strong army target to enhance the study on the system of visiting relatives under the new situation,but also the great practical significance of this paper.First of all,based on demonstrating the necessity of military home leave system,this paper focuses on reviewing the of the characteristics of the home leave system of the Chinese people’s Liberation Army in the initial stage,the stage of integration and development,the stage of improvement and consolidation,as well as the functional adjustment stage using literature survey method.Besides,this paper also studies the relevant general provisions and specific procedures of current home leave system of Chinese people’s Liberation Army.Using the method of combining investigation and statistics of daily work,a questionnaire survey was conducted among officers at various levels in the Chinese people’s Liberation Army,which covers four major groups of leading cadres,cadres,grassroots officers and technical cadres,and mainly centers on the desire to make a home leave,leave situation,as well as various encountered difficulties.Combining with the statistical data in the daily work of cadres,we get the first-hand data.Then,using the method of combining qualitative analysis with quantitative analysis,we find out the reason for the existing problems and outstanding contradictions of current home leave system from the angle of history and reality.Finally,based on referring to the advance of the military home leave system of the United States and Russia,this paper have made following suggestions to improve current home leave system.The first one is improving the legal system and strengthening the law enforcement.The second one is optimizing the leave approval process,and establishing the incentive mechanism based on the actual work.The third one is establishing a clear orientation,updating leadership awareness,strengthening the concept of leading comrades at all levels to arrange the home leave plans in a scientific and overall way,and enhancing the supervision of guidance.The fourth one is to clear the main responsibility for the funding in terms of the guarantee of the home leave funds and making efforts to broaden the way to guarantee the financial support under the background of the military and civilian integration development strategy. |
