Research On Optimizing Administrative Management System Reform In Z Town Of Longkou

Town stands in a critical position and plays an important role in the regime organizational structure of the Communist Party of China.It is the foundation for our Party to rule the country.Since the founding of the People’s Republic of China,especially the reform and opening-up policy,towns all around China have developed faster and faster in the economy,and economically developed towns emerge.The traditional system of administrative control,however,has already severely constrained the building,development,and ruling of towns.The economically developed towns universally face the situation where the responsibility is big,while the power is little,the task is heavy,while the strength is weak,and the lines are multiple,while the overall planning is insufficient.To better reverse the current situation of towns,reform of the administrative system and mechanisms is the key point,and the deepening of restructuring is imperative and extremely urgent.This paper takes Z Town,Longkou City,Shandong Province as the research object,combines with the requirements of "the New Public Service Theory,theory of organizational balance,and administrative restructuring”,in depth concludes and reflects,and comprehensively summarizes the powerful measures taken and positive results achieved by Z Town of Longkou City in the implementation of administrative restructuring in recent years.Further,through in-depth research,it finds many problems existing in Z Town of Longkou City,including the insufficient emphasis,the authorized strength of township staff that needs to be further optimized,the township financial control system that needs to be further improved,the implementation of relevant reform working mechanisms that is not fully in place,the carrying capacity in the town field,and the resource advantages that are not fully utilized.Then,it learns from the reform experience of advanced domestic regions,mainly through in-depth analysis of two towns in Jiangsu Province and Guangdong Province that started the reform pilot earlier,and extracts and summarizes that the efforts shall be concentrated to strengthen organization,allocate strong forces,expand power and empowerment,grant duties,clarify responsibilities,converge and integrate,delegate power,strengthen foundation,optimize structure,move down strength,overcome difficulties,live up to responsibilities,formulate policies,and strengthen implementation.Finally,it proposes solutions to better promote regional development from the aspects of further strengthening the township leader,innovating system and mechanism,integrating superior resources,highlighting the needs of the people,and deepening the grid governance reform.This paper conducts in-depth research and interviews on the administrative restructuring of Z Town of Longkou City,and combines a large number of literature to form some opinions and suggestions intending to act as a positive reference for the further reform and high-quality development of towns,to make up for the shortcomings and deficiencies in this field,to guide the towns to create new advantages and new highlights utilizing new concepts and new ideas,and to truly help town field to achieve new development and show new results in the economy with the spirit of reform and innovation.
