A Study Of Administrative System Of Town And Village Of China In The Transformation Period

Entering into 21~st century, with China's entering into WTO and the establishment of marketing of social economy and the policy of administration of a country by law, with the development of rural industrialization and urbanization, rural agricultural tax has been wholly cancelled, abundant peasant workers have entered into the cities to work, the society of our country has entered into the speedup transformation period, the distributive relations between Chinese peasants and nations shall be totally changed, the rural basic authority shall face a historical transformational pain. The reform of "township regime"in the transformational period is very urgent, which has become the important topic needing urgently settling. By the probe into the history of township administrative system of our country and analysis of current situation of township system and reform disputes, the author puts forward his own innovation of system about the township administrative system. The author holds that the long time target of the construction of town and township administrative system is to establish the stable and harmonious rural society with democratic autonomy, the developing idea is not changing the current constitutional system in which the township regime is the rural basic regime organization, regulating the function of township, promoting the whole, continuous and harmonious development of rural society.
