Grassroots government is the frontier of state governance.Grassroots civil servants are the pioneers of the exercise of national administrative power,profoundly affect the development and progress of grass-roots governance.For a long time,the promotion of civil servants in China has mainly relied on the promotion of duties,while the treatment of civil servants has been linked to their duties,which has led to a series of problems such as slow promotion of grassroots civil servants,low wages and easy to job burnout.To this end,in early 2015,the state established county civil servants position and rank parallel system,which made rank promotion a new channel for the promotion of grassroots civil servants.As a new civil servant management system,the grassroots encountered many problems in the course of execution.This paper takes the operation conditions of position and rank parallel system in Lianyungang Ganyu District as the research topic,combs the reform of the salary distribution system of the rank in four periods and summarizes the formation process and related theoretical basis of position and rank parallel system.Through the investigation and research,combining with incentive theory,this paper qualitatively analyzes the incentive effect of the system on civil servants and dissects the operation conditions of position and rank parallel system in Lianyungang Ganyu District,existing problems and causes,and puts forward some suggestions on the next step of doing a good job in the execution of position and rank parallel system from the following four aspects: system perfection,measure matching,information service and organization management.That is,through the independence of rank promotion channel,the rationalization of promotion level and the professionalization of promotion assessment to further perfect the system design;through granting certain authority to the local to deal with specific issues,establishing independent rank treatment approaches,protection of female civil servant rank promotion equal treatment to formulate supporting implementation details;establishing integrated information management system for civil servants;through perfecting the civil service career development plan,creating more promotion opportunities,establishing compensation mechanism to strengthen the organization of professional management functions.The role of position and rank parallel system is still in its infancy.It is not only a way to improve the treatment of grassroots civil servants.Through perfecting the improvement,its incentive function can mobilize the enthusiasm of the grassroots work more effectively,enrich the civil servant career development,and further optimize the management of the civil servants.
