The civil service law was revised in June 2019.The parallel system of position and rank of civil servants is the greatest highlight of the revision.This system is an innovative personnel management system,which redefines the function of ranks.It points out that the position and rank is set separately while only the position was set in past.In recent years,the township civil servants undertake increasingly heavy tasks but their overall pay is not high with limited development space so that it affects the stability of the cadre team.It is an important subject worthy of in-depth study and consideration to realize the benefits of the parallel system of position and rank for township civil servants and how to take the advantage of this policy.This paper takes the analysis and evaluation of the policy benefit as the research problem and summarizes the feasible suggestions.This paper is mainly include the following.The first chapter introduces the research background,significance,methods,main domestic research situation and the innovation of this paper.The second chapter is concept definition and theoretical basis.It explains the definition of the core concept and the theoretical basis of this paper and the incentive effect of this policy.Chapter three is the background and evolution of the parallel system of post and rank.This paper expounds the characteristics and differences of the two parallel systems.Chapter four policy effect evaluation and analysis.Through the implementation of the system in a township,the paper expounds the results obtained and finds that the promotion opportunities of the township civil servants are significantly increased compared with those before the implementation of the policy.I think that the implementation of the policy on township civil servants have larger incentive effect through the analysis of herzberg two-factor theory and maslow's hierarchy of needs analysis.It can meet the material needs and security needs of them and enrich their motivation factors and hygiene factors so that it can stimulate the work initiative and enthusiasm of civil servants and improve the work efficiency.However,it is also found that the policy has some limitations.The reasons behind the implementation are analyzed in this chapter.The fifth chapter is about the thought of perfecting the parallel system of position and rank.It is necessary to make the best use of the advantages while avoiding the disadvantages and solve the problems in the implementation in order to give full play to the benefit of the policy.The innovation of this paper mainly lies in the fact that the parallel system of position and rank has just been launched.Now the system has little research.The actual implementation effect and shortage in the towns and the difficulties encountered in the implementation process are not clear yet.This paper analyzes the connotation and effect of this system through the actual implementation effect in a certain town.In addition,due to the shortcomings of this paper,the policy is still being explored.At present,there is no unified conclusion and few literature reviews with reference.Therefore,the conclusions proposed in this paper may not be reasonable.What's more,because the data in this paper is relatively single and the sample size is not rich enough,the conclusion of the analysis is limited to some extent.
