Government procurement can help to integrate social resources,improve capital utilization and expand efficiency.In theory,the government procurement of goods and services to the community,also has an important role in promoting social and economic development,and procurement structure,procurement methods will largely affect the living environment of the public and social industrial structure.Compared with other purchasing entities,government procurement plays an irreplaceable role in purchasing scale and influence,which can achieve the effect of macro-control.As far as China is concerned,government procurement has begun to take shape,but it has not yet formed a complete procurement supervision mechanism,thus creating an environment and conditions for the breeding of corruption and corruption.It is also because of lack of purchasing supervision,the lack of institutional supervision and supervision system,the lack of specific standards and other issues,so it is not conducive to long-term development of government procurement.In recent years,although many researchers began to focus on this,and carried out in-depth study and discussion,but related to the domestic supervision mechanism of the literature is still relatively small.In view of this,this paper combines the views of many scholars at home and abroad,and draws lessons from the method,to our government procurement supervision system to do a combing,and strive to put forward countermeasures and suggestions.The article consists of the following parts:The first part expatiates the background and significance of this topic,combs the main viewpoints of the current academic circle,and draws the research methods and ideas from the existing literature to determine the theoretical framework of this research.From the angle of theory and reality,this paper expounds the significance of this research respectively,then briefly introduces the train of thought and the specific research path,and briefly introduces the research methods.The second part of the relevant theory,the concept of the connotation and boundaries clear,including government procurement,government procurement supervision mechanism and so on.This paper analyzes government procurement supervision mechanism deeply,and analyzes the elements of the government procurement supervision mechanism,and analyzes the present situation of government procurement supervision system,including the theory of rent-seeking,principal-agent theory,information asymmetry and government role theory.The characteristics of government procurement supervision mechanism,briefly introduces the types of supervisory mechanism adopted by our country at present.The third part is the problem induction,combined with the current situation of domestic government procurement,analysis of supervision and regulation of the existing problems.Firstly,it divides the constituent elements of the supervisory mechanism,including the subject and object of the supervision,and then expounds the function of the supervision mechanism from the theoretical point of view,summarizes the problems caused by the imperfect supervision mechanism,such as the procurement quality is not up to standard,Fairness is not enough and can not regulate the implementation of the procurement system,etc.,and in-depth analysis of the underlying causes of these problems.The author thinks that the reason is that the relevant laws and regulations are imperfect,the supervision form does not match with the actual situation.Meanwhile,the supervision body lacks the administrative power,and the supervising procedure lacks the normative design,and some necessary measures are not established.stand up.In the fourth part,the author puts forward some suggestions to solve the above problems,establishes the principles of the supervision system,and clarifies the legal content of the basis.It is believed that the relevant laws should be perfected first,and promote the convergence of the Bidding Law and the Procurement Law.match.Secondly,we should follow the pattern of "three separation",which is to divide management power,implement right and supervise right in the procurement process,and to construct the supervising procedure from the dual view of internal and external supervision and perfect the supporting system,to the supplier,purchaser,Supervision and inspection departments to play their own functions,and focus on strengthening the management of tenders,standardize the procurement plan and budget preparation,improve the complaint relief system,and promote information disclosure and open,and in order to more strict supervision of the procurement unit,To further improve the quality of procurement,it is recommended to adopt the mechanism of performance competition,integration of procurement quality,cost and many other dimensions,to create a sound procurement evaluation system,through regular assessment,thus ensuring the quality of government procurement to achieve standards.
