Bao-jia System And The Organizational Structure Development Of Xiahe County Under The Rule Of The Republic Of China

As a typical Tibetan culture area,Xiahe County remained a complete theocracy system which combined both religion and government in the period of Republic of China.Under such system,the Macroscopic power structure was formed by the combination of both tribal and religious authorities.The central authority had preliminarily stepped into the area,however,remained weak.Unique space field requires unique policies,Bao-jia system was therefore carried out in Xiahe County by central government.A complete 5 rank structure of Xian(County)– Qu(District)-Xiang(Town)-Bao-Jia was formally established in Xiahe area,however,it failed to bring substantially change to the embarrassing situation of the central power.The reason of this failure is that the central power did not take particular utilization and transformation of both cultural resource and symbol system in this particular area during its whole entrance process.And both tribal and religious power in Xia He was exactly established on system culture and religious culture.With the failure to control the social symbol system,it was merely impossible for the central power to become the leading force in the region.And this point could also be proved by the fact of the quick establishment of Tibetan Buddhism dominance,the similar failure of ‘Xunhua Xiangyue' system,and,a positive example,the successful border policies of the People Republic of China.
