The Power Supervision Research On County-level Government In The Direct Control Of The County System

In China’s government hierarchy, the county-level government plays an important role and an intermediate level between the lowest level and the higher levels of government. There are a total of more than 2,000 counties in China currently, 90 percent of the land area of the region is governed by the county-level government, and the level of urbanization development in China is relatively low, the maJority of population is still administrated by the county-level government. However, county government has not received the attention, and the city governing county system also increasingly showing its shortcomings and defects.Aiming at those problems appeared in the process of the city governing county, some areas in China first began to experiment the reform of the province governing county. In particular, pointed out the need to accelerate the transformation of government functions in the third plenary session of the eighteen of the communist party of China, it stressed areas with good condition ought to explore promote the reform of province directly manage county(city). China’s current reform of province governing county system has achieved some grades, but in this process due to the county government has made some autonomy in the exercise of the power process, especially on the financial powersto a certain degree of expansion, this is also the county government provides a breeding ground breeding corruption.In this paper, in the background of the reform of system of the province governing county, using of intergovernmental relations theory, flat management theory and the theory of power supervision integrated focusing on the rights of the county government structure, operation and supervision of the study. The first part is an introduction, focuses on the background and significance of research and the main research methods, the core concept of this study were to define, focusing on the theory of tools and literature review, we combed the research status at home and abroad for this study focus; the second part of the direct control of county reform practical course in Henan province were studied, in order to focus on the direct control of the first batch of pilot units of Gongyi city were studied to analyze the composition and powers of the health of the county government, summarizes the provincial counties since the reform achievements and problems encountered; the third part, the specific circumstances above Gongyi city, analyzes the current reform of county government authority oversight issues, and analyzes the key issues, the current main problem is inadequate supervision of higher levels of government, county government supervision of awareness is not strong and poor grassroots democracy channels; the fourth part of the current province straight county system under the supervision of the county government authority occurs because the plight of the analysis, the main reason is due to the relationship between the top-down supervision has not been straightened out, the lateral monitoring system is not perfect and the bottom-up supervision channels not yet open; the fifth part of the monitoring mechanism to improve the power to make recommendations and targeted countermeasures.Any reform can not be achieved overnight, the construction of the power monitoring system is not short-term can be achieved, it requires not only the authority and supervision of lower levels of government with the agency, more importantly, a strong determination to win reformers and reform perseverance.
