A Study On The Response Of Public Emergencies In Local Government Of Jiuquan Municipal Government

To response public emergencies is important content to carry out the social management and public service function for local government.Under the background of new normal economy,with the increasing degree of economic marketization,the pace of economic restructuring has been gradually accelerated,social instability,uncertain and unsafe factors present incremental and multiple trend.How to adapt to new economic and social development requirements,response the public emergencies effectively,strengthen the public emergency disposal ability has become the important issue that needs government and local government to consider,so does Jiuquan city government.This paper uses the theories like social conflict,crisis management cycle and others,uses empirical methods such as questionnaires,personal interviews,through descripting and analysising the status quo of public emergencies in Jiuquan city and emergency management of government,finds the main problems in the management process of Jiuquan municipal government,identifies and screens the main factors that affect the management of local governments.On this basis,this paper puts forward some public emergency response strategies according to the characteristics of Jiuquan local government.Basing on empirical analysis,the paper holds that the public emergency management system has been completed currently in Jiuquan city,county and countryside,and the emergency management mechanism of coordination interaction is basically formed.But it also exists some outstanding problems:the degree of attention is not enough,institutional settings are not sound,construction of emergency platform is lagging behind,the emergency plan system is not complete,risk assessment and troubleshooting is not in place.Its roots lies in these factors: the ideological understanding is not in place,the government should not be inadequate investment,forecasting and coordination linkage mechanism is not perfect,emergency team construction is weak.In response to the problems and basing on the reality,the paper proposes the following improvement strategies: paying attention to update the concept,improving the ideological understanding;strengthening organizing management system of standardization;improving the level if scientific level of preparation and contingency plans;promoting the emergency platform construction actively;improving risking assessment and hidden danger check mechanism;strengthen the construction of social educational training system.
