Research On The Emergency Response Of Grassroots Government To Public Emergencies

With the continuous development of economy and society,all kinds of public emergencies occur frequently in China.There is a big difference between the government’s emergency response to public emergencies and the public management under the normal state,which requires the government to study and judge public emergencies in a short period of time under the condition of limited experience,information and resources,and carry out emergency response in a timely manner.As for the novel coronavirus pneumonia outbreak in 2020,the cascading effect in the development process made the whole crisis more complicated,involving many fields such as economy,society and culture.It has exceeded the scope of public health emergencies and has become a comprehensive social crisis with many contents.The characteristics of unexpected public incidents have increased the difficulty of government emergency response.As the main body of public emergency response,grass-roots government plays a fundamental role in public crisis management.How to improve the emergency response ability of grass-roots government in public emergencies and do a good job in crisis management is an important part of improving the scientific governance and modernization of governance ability of grass-roots government.It is also of great significance in the development of government emergency management theory with Chinese characteristics.Based on the theory of public crisis,this paper explores the emergency response mechanism of grass-roots government in public emergencies.The novel coronavirus pneumonia novel coronavirus pneumonia emergency response in S town of Shandong province is taken as an example.The specific situations and problems in the new crown pneumonia emergency response are analyzed thoroughly,and they are innovative in research contents and research objects.Based on a detailed analysis of the current situation and effectiveness of the town,this paper analyzes the problems existing in the emergency response of the grass-roots government,that is,the lack of crisis awareness and response lag in the early stage of emergency response,the weak ability and Behavior Anomie in the middle stage of emergency response,and the insufficient ability to prevent secondary crisis in the late stage of emergency response,That is,the responsibility and resources of emergency response at the grass-roots level do not match,the governance concept and functions of the grass-roots government do not change in place,the social behavior logic dilemma of acquaintances at the grass-roots level,and the lack of crisis learning ability of the grass-roots government This paper puts forward constructive opinions and suggestions from four aspects:changing the traditional governance mode,innovating the grass-roots emergency response mode,solving the social difficulties of acquaintances,improving the legalization and standardization of emergency response,strengthening the crisis learning of grass-roots government,and forming a long-term mechanism to improve the emergency response ability To solve the social dilemma of acquaintances and the important role of crisis learning in emergency response of grass-roots government,we should use the practice of grass-roots emergency management to improve the ability of grass-roots emergency management and promote the modernization of national governance system and governance ability.
