A Research On The Building Of A People-oriented Police Culture

Culture is the product of social practice in the course of history,while advanced culture is the crystallization of human wisdom.With the constant development of society and fast changes at home and abroad,culture is quietly changing the ideology of human and the form of society,becoming an indicator of a nation's comprehensive strength.Police culture,as an indispensable part of advanced socialist culture,exerts influence on police organization as well as the behavior of every police officer.Besides,it also plays a role in social harmony and civilization development.People-oriented culture is a cultural framework that sets people as the core of value,which serves as a motivator for the stability,harmony and sustainable growth of public security force.Building a people-oriented police culture not only satisfies the psychological needs of the team members,but also contributes to team building,fighting capacity and cohesive power,positive image and civilization-oriented management of police force.The thesis focuses on the execution of people-oriented police culture construction in B public security sub-bureau.To start with,the thesis reviews relevant theories of the people-oriented ideology,police culture,corporate culture and human resource management,all of which lay the theoretical foundation for the thesis.Next,the thesis analyzes the status quo of the construction of police culture in B sub-bureau in terms of ideology,material,behavior and institution.Based on the analysis,the thesis proposes the causes of the current problems.The thesis finds out that knowledge of corporate culture and development of human resources can be sources that B sub-bureau can draw experience from and proposes solutions to the building of people-oriented police culture from 4 aspects,namely spiritual,behavioral,material and institutional construction.
