Study On Performance Of Government Purchasing Old-age Home Care Services

As in line with China's pension culture and national conditions of the pension approach,the government purchase of home-based care services play an irreplaceable role in aging;in the context of aging,improve the efficiency and quality of purchase of services is particularly important.In order to improve the efficiency and quality of purchase of services,meet the service needs of the elderly,this paper analyzes the performance of the Xi'an municipal government to purchase the home care service by the factor analysis method,and puts forward the countermeasures and suggestions to improve the performance.On the basis of the related concepts and theoretical definition of government purchase of public service,home care service,performance and so on,this paper firstly analyzes the relevant contents of the government's performance of purchasing old-age care service and constructs it from three aspects: "input,output and effect" And then use the method of questionnaire survey and factor analysis to analyze the performance of Xi'an municipal government 's purchase of home care service from the aspects of input-output and effect;finally puts forward countermeasures and suggestions to improve the performance.Through the analysis of the paper,the following conclusions: First,on the whole,the Xi'an municipal government to buy home care service performance in the middle level,to be further improved.Second,compared with the construction and operation subsidy purchase,the Xi'an municipal government service outsourcing to buy home pension service performance level is higher,and the results of the field survey is basically consistent.The innovation of this paper lies in:(1)Constructing the evaluation index systemof the government's purchase of the old-age care service from the three aspects of input,output and effect;(2)On the basis of constructing the performance index system,this paper uses the factor analysis method to measure the performance of the Xi'an city government to buy home care service.
