Study On The Governing Practice Of Northern Manchuria By The Chinese Communist During The War Of Liberation

The base area of northern manchuria was the Chinese Communist Party's biggest and firmest one in the northeast,which the Chinese Communist Party successfully made of a rear strategic base of politics,economy and military affairs.The construction and development of the base area of northern manchuria played a key role for supporting militarily battle of frontal battlefield in the northeast.Meanwhile,the base area of northern manchuria actively collaborate with the other base areas,becoming a fundamental guarantee for the Chinese Communist Party to liberate the northeast.The paper discusses and analyses Chinese Communist Party's practice of regional governance in the base area of northern manchuria during the war of liberation.The paper involves four sections.The first section is introduction part.The second one discusses the time background and the source of experience of Chinese Communist Party's regional governance in the base area of northern manchuria.The governance environment of Chinese Communist Party's regional governance in the base area of northern manchuria is inspected through the international environment in the base area of northern manchuria,the development of revolution trends after the victory over Japan and Chinese Communist Party's strategic needs and deployments of the northeast.The source of experience mainly originated from governing experience of the communist party of soviet union and regional governing experience of Chinese Communist Party in the Chinese Soviet period and the anti-Japanese war period.This part mainly analyses necessity and possibility of Chinese Communist Party's regional governance in the base area of northern manchuria through the time background and the source of experience.The third section shows the concrete Chinese Communist Party's practice of regional governance in the base area of northern manchuria.First and foremost,it introduces the creation of the core of leadership by establishing basic level party organizations and strengthening team construction in the base area of northern manchuria.What is more,it formulates three stages of Chinese Communist Party's regime establishment in the base area of northern manchuria.First stage was preliminary regime establishment by taking big and medium-sized city over.Second stage was emerging regime consolidation by establishing all levels of people's democratic regime.The third stage was improvement in efficiency of regime functioning by building system of regime functioning and calculating grassroots cadres.The last but not least significant,it discusses basic content of Chinese Communist Party'sregional governance in the base area of northern manchuria.The forth section evaluates and analyses practice activities of Chinese Communist Party's regional governance in the base area of northern manchuria,which mainly contains in three aspects:first aspect mainly combining practice activities of Chinese Communist Party's regional governance in the base area of northern manchuria to analyze the Chinese Communist Party's regional governance characteristics in this period,second aspect illustrating the historical role of Chinese Communist Party's regional governance in the base area of northern manchuria and third aspect combining current party's constructional practice of regime ability to analyze realistic enlightenment of constructional practice of regime ability of Chinese Communist Party's regional governance in the base area of northern manchuria.Chinese Communist Party's practice and experience of regional governance in the base area of northern manchuria made preparation for national governance organizationally and politically.Now the experience of Chinese Communist Party's regional governance in the base area of northern manchuria has the vital practical significance for strengthening the administrative capacity of the Party.In the process,ruling for the people should be carried out and mass route should be kept.We should continue to strengthen the party's own construction,thus improving the economic development.
