Citizen participation in environmental decision-making is not only to fulfill their environmental rights, but also helps to improve the scientificity and democracy of environmental decision-making and be more conducive to the implementation of the decision-making results. With the growth of the information technology, the emergence of new media meets the demand and provides a new channel to participating in the environmental decision-making. Through the new media, the citizens participate in environmental decision-making faster, the scope of the citizen expands, and the interaction between citizens and citizen, citizens and government is enhanced. These changes have brought about a positive impact on the environmental decision-making, while an enormous challenge.In recent years, there are numerous cases that citizens use the new media to participate in the environmental decision-making. Among them, the citizen participation in the location decision-making in the waste incineration power plant has aroused great concern in society, and showed a very significant feature of new media. Therefore, this thesis takes the public participation by using new media in Pingwang, Asuwei,Panyu waste incineration power plants in Jiangsu, Beijing and Guangzhou as examples, they represent three different citizen participation types:the most simple type to protect their rights, the positive interaction between officials and the public, and citizen one-sided and stronger participation. These three types summarize the current situation of citizen participation in environmental decision-making. Therefore they are representative. Through analyzing, this thesis summarizes the process of the public participation by using new media in the waste incineration plant location decision-making, the useful experiences, and the problems and the causes. The main problems are:Information on new media platforms is uneven; citizens are easier to produce irrational emotions so that cause the disorder to participate; the government just wants to keep the stability, and is slow to respond to the citizen participation, has false interaction with the citizens, and uses the new media to attract the public. The causes include:under the new media environment, civic responsibility tends to be thinner; the citizens’ capacity to participate is insufficient; the spiral of silence effect causes the phenomenon of group polarization; the vacancy and dislocation of the government’s surveillance of public opinion, the government does not publics information rightly and timely, what is more important, the government just regards the new media as the transformation of the technology, and does not change its idea of decision-making and governance.To solve the above problems and causes, the thesis proposals the suggestions from four aspects:to enhance citizens’capacity to participate in environmental decision-making by using new media; to improve monitoring and tracking the public opinion on the new media platforms; to strengthen government’s response to the citizen participation and to build system to protect the citizen participation in environmental decision-making by using new media.
