Study On Incident Of Violence And Terrorism In Chinese Urban From Holistic Governance Perspective

In the 21 st century,mankind has entered the high-risk society,the public safety often suffer shocking and abusing in an instant,it is especially easy to suffer from the terrorist attacks.In China,the terrorists,such as the “East Turkistan”,had created a number of incidents of violence and terrorism in urban in recent years,it posed a major threat to people's lives and property safety and national security.The governance of incidents of violence and terrorism in urban is an important part of the government's public crisis management.In order to protect people's normal production and life and public safety,the governments at all levels,from central to locals,have made positive efforts.But for now,there are still many deficiencies.Through the survey found that the Chinese government had showed a characteristic of fragmentation in governance of incidents of violence and terrorism in urban,such as anti-terrorism by departments,anti-terrorism in assault-style,anti-terrorism in emergency-style,anti-terrorism in campaign-style.And as for incidents of violence and terrorism in urban can't be solved by one region,one unit or one department.And it need a nation,a region or even the whole world to work together to deal with.Aiming at the problems in Chinese governance of incidents of violence and terrorism in urban,holistic governance theory provides a new perspective for us.The holistic governance theory puts forward a complete set of strategies for thorny and fragmented governance challenges.This thesis from six dimensions of the holistic governance theory to do a thorough analysis of the fragmented governance of incidents of violence and terrorism in urban.These fragmentation problems are mainly manifested as pursuing "management-driven" logic in management idea,sole governance,pursuing the interests of departments or regions in the governance target,lacking of a comprehensive coordination mechanism,paying more attention to the emergency disposal and despising the prevention,and carrying out the "campaign-style" management.At last,we think that researching on the governance of Chinese incidents of violence and terrorism in urban should insist on "going out,bringing in" strategy.Therefore,this paper also researches and introduces the governance of incidents of violence and terrorism in urban of British and American,because the two countries are holistic governance theory prevailedcountry,at the same time also incidents of violence and terrorism prone countries.Finally,learning from foreign experience and proposing the following measures:the integration of ideas,the integration of subject,the integration of goals,the integration of mechanism,the integration of process,and the integration of means.
