A Study On "Can-not-corrupt" Mechanism Construction Since The 18th CPC National Congress

Corruption is a social phenomenon generating with public power,which is the abuse of power in nature.Since the 18 th CPC National Congress,CPC Central Committee had been raising the anti-corruption work to a new high level,which adhere to no blind corner for neither “tigers” nor “flies”,strengthen the restriction and supervision of power operation,innovate anti-corruption system,and as a result that anti-corruption work developed by the Party and the state present a new situation.However,the anti-corruption is a tough and protracted war and we must fight every day.Only through mechanism reform and system innovation will the effect of preventing corruption be realized.Using the research methods of literature analysis,inductive analysis,system analysis and integrating theory and practice,the paper studied and described emphatically the background,theoretical basis,content system,existing problems and their reasons,countermeasures and suggestions of the “can-not-corrupt” mechanism.Firstly,the paper described the theoretical and practical basis of the “can-not-corrupt” mechanism.The study found that the Max and Engels' s anti-corruption thoughts,Chinese communist anti-corruption thoughts,Chinese ancient thinkers' anti-corruption thoughts and western power balance thoughts are the main theoretical basis of the “can-not-corrupt” mechanism.The changes of Party,domestic and international envrionments are the practical basis of the “can-not-corrupt” mechanism.Secondly,the paper described the content system,problems and their corresponding reasons in developing process of the “can-not-corrupt” mechanism.The paper revealed that the “can-not-corrupt” mechanism is consisted by the scientific and democratic power generation mechanism within the Party,the open and transparent power operation mechanism within the Party,the accountable power restriction and supervision mechanism within the Party,the reasonable and perfect Party members' rights protection mechanism.At the same time,we analyzed the problems in four aspects: power generation,power operation,power restriction and Party members' rights protection,and we also illustrated the institutional and procedural reasons behind these problems.Finally,we gave the countermeasures and suggestions to the “can-not-corrupt” mechanism,which reveals that we can build a complete “can-not-corrupt” mechanism through gradually improving the power generation mechanism within the Party,promoting the power presentation mechanism,perfecting the power restriction and supervision mechanism and the Party members' rights protection mechanism.In summary,the paper constructed a “can-not-corrupt” mechanism which integrated the four mechanism(the power generation mechanism,the power operation mechanism,the power restriction and supervision mechanism and the rights protection mechanism)in one,analyzed the inner logics,and strived to form a comprehensive anti-corruption effect in which all mechanisms coordinate organically and exert comprehensive strengthen.
