A Study About The Reform Of Administrative Examination And Approval System For China's Public Administration Of Grass-roots Government

The administrative examination and approval is an important measure before the event to control the affairs about the social politic,economy,culture,etc in modern countries.With the development of the market economy in China,the problems existing in the administrative examination and approval become more and more prominent,and there is an urgent demand for reform.The grass-roots governments which are the key organizations play the role as connecting link between the preceding and the following in the government system of our country,the reform of the administrative examination and approval system is different from the central,provincial and municipal levels.However,because the government reform starts later,the research on the framework,form,goal and effect has not been formed into system,the reform in each place is based on the implementation of the superior provisions,the actual operation process of which is under the influence of various factors,and the effect is uneven.The paper reviews the general situation of the reform of the administrative examination and approval system in the grass-roots governments in our country,and selects three representative innovative models to analyze the existing problems and the causes of the problems.I select the forefront in the process of the reform in the administrative examination and approval system in Dalian—the Jinzhou District as a sample for empirical analysis on this basis,creatively introduce the theoretical tool like the applicability efficiency,transform between the subjective and objective factors and game theory,to analyze and study the important factors which affect all aspects of administrative the reform of examination and approval system in our government,and ultimately form the countermeasures and suggestions to further deepen the reform of administrative examination and approval system in the grass-roots government: the first is combining the top-level design and grassroots exploration together;the second is the innovative integration of the reform of administrative examination and approval and the government management system;the third is the combination of streamline administration and institute decentralization and multiple social governance.The reform of administrative examination and approval system is not only the current research focus of the administrative management in the major of public administration,but also the research object of politics,law,economics,sociology and other subjects.This subject has large span and broad angle.The current theoretical research is mainly focused on the definition of the concept and the framework design of the new system at the national level.I use the Jinzhou District in Dalian as a sample in the topic,make a profound analysis of the main problems in the grass-roots government during the reform of the administrative examination and approval,and combine the practical experience and actual effect of the Jinzhou District to discuss the countermeasures for deepening the reform of administrative examination and approval system in the grass-roots government with the important practical significance.
