Research On The Reform Of Local Government Examination And Approval System Of Fuyang District

Administrative examination and approval has become an effective means for the government to implement the supervision in accordance with the law,which is an important part of China's administrative management.Since the party's eighteen meeting,according to law,decentralization and service have become the key concepts in our country to develop the reform of administrative examination and approval.The government in different areas of our country started on the reform of the administrative examination and approval in line with these concepts.Fuyang District of Hangzhou,as a better economic development of the region,has taken the leader in promoting the reform of administrative examination and approval,which has achieved good results.Therefore,This paper selects Fuyang District of Hangzhou as the research object,analyzes the reform of administrative examination and approval in Fuyang district.Firstly the thesis introduces the related theories of the reform of administrative examination and approval,and then discusses the existing problems and the reasons of administrative examination and approval of Fuyang district from four aspects: the scope of administrative examination and approval,the administrative examination and approval,subject to administrative examination and approval procedures,administrative approval and supervision of administrative examination and approval,points out that some problems,for example,open form is single,joint approval procedure and coordination cost are higher and it lacks effective accountability,and then analyzes the causes of these problems,including the form of ideology control,"officialism" constraints on the goal of the reform,the understanding is not accurate and the lack of guiding theory and system design,then puts forward the four measures of regulating range the establishment of the administrative examination and approval,the administrative examination and approval mechanism,improving the professional administrative examination and approval procedures and improving the supervision of the administrative approval system,to optimize administrative examination and approval reform of the Fuyang district in order to provide reference for other areas of administrative examination and approval reform.
