Sheng Tian Community Social Voluntary Organizations Participates In The Community Public Service Present Situation And The Countermeasures

The greatest difference between man and animal is that man has rich emotional and social Perceptible.Therefore,people have a perceptual side.As Adam ?simi once said,everyone has the ability to sympathize and feel the pain of others,which is the qualities and instincts of everyone.In the study of the relationship between human and society,people usually take a more rational attitude,they regard them as " rational people" to analyze,in fact,they have a " perceptual person ".In many cases,people's " voluntary" decisions are often influenced by emotional factors,leading to material and spiritual support,as a sympathy and assistance to the relative vulnerable in society.At present,the Chinese market economy is developing,the political pattern is relatively stable based on the development of material production.The pension service system as an important content under the marketization system,is also changing on the basis of the economic and political system.In order to fully maintain and achieve equity,in addition to reducing income gap,expanding social mining community pension system,enabling people to enjoy basic economic equality,the state also strives to create a fair social environment from legal,institutional and policy to ensure that retirees enjoy the right to basic life,medical rights and promotion service.The endowment service system of social mining area is a duty of the state,society and various organizations to perform management,is a right of the elderly members of society and is also a guarantee and requirement of building a harmonious socialism.In recent years,the state has reformed the endowment insurance to improve the quality of life of retirees and to achieve the harmonious development of society.However,in many ways,the needs of government organizations for the needs of the community are not in place,and non-governmental organizations are not able to provide a complementary role in community services because of organizational capacity,funding problems.The activities of the NGO volunteer groups are limited and unable to play the role that it can play.In this paper,the author takes the Changshou District community as a case,analyzes the problems of non-governmental volunteer community in the public service of the community,and traces the problems,and puts forward some strategies to solve the problems.In this paper,based on the shortcomings of the NGO activities,after careful study,reference to various documents,combining these surveys with the literature,the following solutions are obtained: to exert the influence of national culture;Strengthening the financing of organizations;Strengthening internal management;Widespread participation of the population.
