In the people's court,the main contents of judicial administration equipment management lie in providing logistical support service and conducting administrative affairs management.The judicial administration equipment management,which is specific and complicated,is not only an important constituent part of court work but also an basis for adjudication and enforcement work.In order to ensure the performing of duties,it is necessary to both invest capital and arrange professional staffs for management.With the gradual acceleration of judicial reform progress for the people's court,the department of judicial administration equipment management,as an organization to guarantee logistics service,will certainly witness the further reduction of staffs and the further enhancement of duties.Therefore,it is necessary to reform the judicial administration equipment management work,so as to adapt to the development of new situation,solve the new problems and ensure the normal realization of functions.This paper takes the judicial administration equipment management in Quanzhou Intermediate People's Court as the object of study.Based on collecting document literature and learning from the experience and lessons of government agency on the logistics service socialization reform,as well as combined with the working practice and experience of the author,the paper analyzes the problems of Judicial Administration Equipment Management Department of Quanzhou Intermediate People's Court in three aspects,including the current operating system,the management of staffs and the socialized service procurement.After the analysis,the author believes that there are three main reasons causing the aforesaid problems: firstly,unclear department positioning and old-fashioned consciousness and conception of personnel;secondly,imperfect performance assessment and incentive system of staffs;and thirdly,incomplete and non-standard supervision and assessment procedure of socialized service procurement.Then,four countermeasures are put forward: firstly,promoting the update of personnel concept while transforming the department positioning;secondly,improving and updating the current staffs' performance assessment and incentive system;thirdly,building a supervision and assessment system while increasing the degree of socialized service procurement;and fourthly,utilizing information technology to improve business process and job performance.Based on this paper,the author attempts to provide fundamental basis and reference countermeasure for improving the working quality and efficiency of the Judicial Administration Equipment Management Department.
