"336" Compulsory Isolation Modalities In Guangdong Province To Research

The drug situation is very serious in our country,rehabilitation work is not just about a happy family,but also as an important factor affect social stability and the destiny of a nation.As one of worldwide problems,how to addiction is becoming more and more attention all over the world.On June 1,2008,"People's Republic of China Narcotics Law"(hereinafter referred to as the " drug laws ")which put forward the compulsory isolation detoxification for the first time from the level of law formally,changed the way that pay more attention to the heavy punishment than the treatment of the addicts in the past,and put the education and save of drug addicts in the first place.drug laws replace the current compulsory drug addiction rehabilitation in the public security organ and judicial administrative organs administration of reeducation through labor rehabilitation,it isn't only one of the important achievements of anti-drug legislation in our country,but also is a major reform.reflecting people-oriented concept of drug.Since then,China's drug control system is mainly composed of voluntary detoxification,community rehabilitation and compulsory isolation detoxification.As the most important drug management mode in our country of compulsory isolation detoxification,after the new anti-drug law enacted,the management of drug users education mode in the past has been unable to meet the need of the drug work,which are increasingly exposed the shortcomings,compulsory isolation detoxification need for a new scientific and effective model of detoxification urgently.Each provinces are actively exploring drug laws currently,which are implementing a new mode of drug according to their own actual issued,but there have not formed a unified national or accepted rehabilitation mode.Guangdong province has produced "336" forced isolation treatment mode according to their own actual and the accumulation of experience,this article plans to "336" mode in SZ Compulsory isolated detoxification center as the breakthrough point,using literature research,case study,comparative analysis and the questionnaire survey method through public management.it is concluded that "336" pattern of drug rehab shows the tendency of "two raise three lower" : addicts physical quality and mental health level increased significantly,the quantity of outpatient,going out in the hospital people and disciplinary rate dropped significantly.It analyzed a series of conflicts,which including between the "336" drug theoretical framework and reality,between system and humanistic concept of conflict,between lagging development and performance evaluation.It analyzed a series of reasons,which including defects in the compulsory isolation detoxification itself,lack a complete set of laws and regulations,insufficient of transformation and upgrading of rehabilitation centers.It put forward the countermeasures and the suggestions to improve drug patterns through domestic and foreign advanced management experience: constructing the actual "336" model;improving the related laws and regulations;establishing effective compulsory isolation detoxification effect evaluation system;Consummating the system of education;constructing Participation of whole society in the rehabilitation construction by Integration of resources,so that the quality of reeducation and correction will be improved in maximum.Withdrawal rate will be improved,and relapse rate will be lowered.It will be great to adapt new developing situation of drug control.
