Research Of "3451" Compulsory Isolation Detoxification Mode In Anhui Province

The promulgation of Anti-drug law of People’s Republic of China has declared the ending of original compulsory drug rehabilitation and reeducation through labor. then formed a unified forced isolation treatment. The concept of law enforcement changed from the previous model to combine management and services together, along with health and education affects equally in the new drug rehabilitation value, and highlighting addicts’triple attributes:offenders, victims and patients. Voluntary drug rehabilitation,community drug rehabilitation, compulsory isolation for drug rehabilitation, community rehabilitation constitute the drug treatment system, in which the effect of compulsory isolation for drug rehabilitation is particularly prominent. With the advancement of the national judicial reform, executive powers and decision powers are separated. Judicial and administrative authorities should fully perform compulsory isolation for drug rehabilitation. In the process of practicing the new concept of law enforcement, judicial and administrative authorities of many domestic provinces following the laws of drug control, exploring scientific methods and creating distinctive working methods in compulsory isolation for drug rehabilitation management.The paper main introduces the implementation of the "3451" model-based drug treatment in Anhui province. It describes current situation, illustration, operational framework and process of compulsory isolation for drug rehabilitation, In the meantime, it outlines their achievements and analyzes the characteristics and highlights. On the premise of no previous experience and maturity model for reference, many issues will arised while carrying out compulsory isolation for drug rehabilitation innovatively..This article focuses on lots of unsolved problems including risks of losing selected ex-convict of compulsory isolation for drug rehabilitation, the difficulty of implementation in voluntary work of compulsory isolation for drug rehabilitation, the shortcomings of compulsory quarantine medical facilities, the weak standardization of diagnose compulsory isolation treatment, and etc. These existing problems are the constraints of compulsory isolation treatment work. They have a negative impact on compulsory isolation drug addicts to kick the habit and return to society. Furthermore, they hinder scientific development of compulsory isolation treatment work,and the maintenance of justice and improvement of credibility of the judiciary also be involved. For these reasons, this paper will analyzes the genesis of the problems, it puts forward the solutions and measures to improve the institutional mechanisms to drug treatment, promoting intersectoral collaborative drug management, promoting the construction of medical rehabilitation centers, improving the supervision system of drug treatment work and other aspects of drug treatment work.
