Research On The Linkage Between Compulsory Isolation And Community Drug Rehabilitation In Guangdong Province

Compulsory isolation and detoxification refers to the treatment of drug addicts with certain social hazards under the condition of social isolation;community detoxification is carried out by the residential register of drug addicts or the urban sub-district offices and township people’s governments in their current residence.When drug addicts are the first time to give up drugs,they must take part in community detoxification.If relapse occurs,they need to accept compulsory isolation and detoxification,and they still need to take part in community detoxification.At present,the drug withdrawal rate in China is only about 5.4%.One of the most important reasons is that the compulsory isolation and community detoxification are separately managed by different subjects,which leads to the immaturity of the link between the chain of detoxification.The detoxification personnel can not guarantee to participate in community detoxification after the removal of compulsory isolation,and the community detoxification also lacks funds and professional talents to support business development.Without follow-up care,it is easy to relapse.Therefore,it can be seen that the establishment of the Cohesion Mechanism between compulsory isolation and community detoxification is particularly important to reduce the drug relapse rate.This paper takes the practice of drug rehabilitation in Guangdong Province as the research object,and makes a thorough analysis of the current situation of the connection between compulsory isolation and community detoxification from the aspects of legal system,working mechanism and practical operation.It also uses questionnaires,dialogues and interviews to analyze the factors affecting the connection between compulsory isolation and community detoxification,and finds out the problems,analyses the reasons,and finally,in the current law.Within the framework of laws and regulations,suggestions and measures are put forward to improve the link between compulsory isolation and community detoxification,so as to improve the standardization and integrity of the chain of detoxification,promote drug addicts to reduce the relapse rate,and contribute to the construction of safe and legal Guangdong.
