Research On The Police Cooperation Mechanism Of Sino-US Combating Cross-border Cyber Crime

From the dialectical point of view,the network is a double-edged sword.On the one hand,it facilitates people’s lives,bridges the gap between the people all over the world;on the other hand,it brings about cyber crime,which the world people have to face.Cyber crime has become the main form of crimes when the era of the information age has come.With the continuous development of network technology,cyber crime has been involved in more areas and almost covers all the forms of traditional crimes.Due to the virtual and borderless nature of the Internet,in recent years,cross-border cyber crime become more frequent and thus has developed into a world public hazard.Therefore,combating cyber crimes and maintaining network security have become the common responsibility of all the countries in the world.As more increasingly influential countries in the world,China and the United States are both the beneficiaries of the development of network technology,but also high incidence areas of crossborder cyber crimes.Safeguarding the network security environment and effectively combating cross-border cyber crimes are not only conducive to ensuring the sustainable economic development and regional security of China and the United States,but also conducive to the development of diplomatic relations between the two countries.At present,in combating cross-border cybercrimes,China and the United States have reached a consensus,and carried out various forms of cooperation.However,due to various reasons,the two sides still have some problems in their police cooperation mechanism in combating cross-border cybercrimes.This paper aims to study the police cooperation mechanism between China and the United States in combating cross-border cyber crimes and then provides measures and suggestions to improve the existing police cooperation mechanism.The first part of the paper is the introduction part,mainly about the background and significance of the issue,the relevant research,research ideas and methods,as well as the innovation and shortcomings;the second part is mainly about the concepts of cyber crime,cross-border cyber crime and international police cooperation mechanism;the third part mainly discusses the existing Sino-US police cooperation mechanism in combating cross-border cyber crime,including the principle,the cognitive differences and the existing achievements of the cooperation;the fourth part mainly discusses and analyzes the shortcomings of the existing police cooperation mechanism and causes for them;based on the experience of EU police cooperation,the three dialogues between China and the United States regarding Sino-US cooperation in combating cross-border cyber crime,the fifth part discusses the prospects of the police cooperation mechanism between China and the United States in combating cross-border cyber crime.
