China and Russia are close to each other,with the deepening exchanges between the two countries,China and Russia are developing closer and closer relations in the political,economic,cultural,security and other fields,international relations are also deepening.With the rapid development of transportation and communication technology,organized crime and transnational crime have surpassed the boundaries of sovereign states.In recent years,the Sino Russian border area transnational crime has been increased,illegal immigration,kidnapping,smuggling,drugs,terrorism,fraud,underworld crime and other serious crimes are treating to the Sino Russian border security.Severe crime has become the focus work of the two border police.As the two neighboring countries,we have the responsibility and obligation to carry out close cooperation in police affairs,and contribute to the security and stability of the two countries.Since the 1990 s,The Sino Russian border police cooperation has experienced four stages: testing each other and mutual exchanges,border control,transnational pursuit and repatriation respectively.With regular talks between both sides of the border public security organs,a cooperation agreement have been signed which provides the corresponding legal basis for police cooperation.For many years,it can be seen from the practical experience of the Sino Russian border police cooperation that the exchange and sharing of border police information play an important role in the fight against transnational crimes between the two countries.Timely and accurate information transmission not only can effectively combat transnational crimes in the border between China and Russia,maintain border security,but also conducive to the development of China's domestic police intelligence network.For now,the two sides have made great achievements in the border police intelligence cooperation,established the corresponding information exchange system,but because of the differences in the police functions,permissions,handling procedures and other aspects between China and Russia,police intelligence cooperation also exist many problems,such as lack of unified information platform,the difficulty of sharing information database,information exchange,has not yet established a trivial problems of effective intelligence cooperation mechanism,information and personnel quality is uneven,these problems will hinder the further development of the Sino Russian police cooperation and low the combating transnational crime effect.Therefore,it is imperative to improve the cooperation mechanism between China and Russia.In view of the above problems,this article from the perspective of symbiosis theory,introduces the concept of symbiosis,elements and conditions of cooperation and cooperation.Secondly,it summarizes the application of symbiotic theory,the symbiotic relationship in the Sino Russian border police intelligence cooperation,including the Sino Russian border police intelligence cooperation symbiotic unit,symbiotic model and symbiotic legal environment.Thirdly,it introduces the influencing factors of the Sino Russian border police intelligence cooperation: including the background,the necessity and feasibility and analyzes the status quo and existing problems in Heilongjiang,Inner Mongolia,Jilin and the Russian police intelligence cooperation.Finally,in view of the existing problems of Sino Russian border police intelligence cooperation,it puts forward the future development path of symbiosis.We hope it can provide a reference to the Russian border police intelligence cooperation and bilateral police.Give full play to the advantage of both sides to promote the further development of Sino Russian border police intelligence cooperation.
