Research On The Reform Of Entry-Exit Administration Of Chinese Free Trade Zone On The Perspective Of National Security

For China,free trade zone is a start off for a new round of national reform;and it opens up and an "experimental field" for institutional innovation.The flow of personnel is essential to the free trade zone and the immigration authorities play a "first pass" role in it.The management of flow of entry-exit people directly affects security,stability and development of the free trade zone.At present,the national security issues,which are represented by various non-traditional security threats,have become increasingly prominent.The contradiction between the safety control and the free flow of factors has been developed in the FTZ,and the structural defects of the China's immigration management system have caused problems in data sharing,executing safe control and landing facilities and other issues in the free trade zone.All mentioned above are negative factor in the development of FTZ.Based on risk management theory,seizing the issue of immigration and staff flow is to seize the main contradiction that impact the balance between security and freedom of free trade zone.Through the historical analysis,political and economic analysis,comparative analysis and other research methods,the paper analyzes the security threats resonated by the free trade zone under the new national security concept as well as clarifies the existing problems of the immigration management of the free trade zone.According to the settings of our immigration office and the idea of "overall docking and local experimentation",this paper puts forward several countermeasures for the restructure of immigration management system.First of all,the entry and exit management related business of the four bureaus and six bureaus of the Ministry of Public Security should be merged and the management right of visa of the Ministry of Foreign Affairs should be handed over to Immigration office.In the next place,there are three aspects of methods to carry out the "front,middle and rear" three-terminal system of supporting reform,one is to speed up the dispatch of "visa officer" of the immigration authorities and to improve the level of advanced review and information gathering.Second is to improve the port immigration management,by strengthening the cooperation with the customs,optimizing the verification business rules,detailing provisions of immigration administrative coercion and other means to boost the construction of big-scale immigration management.Third,to make the immigration management open in the "first-line",at the same time,to ensure that the "second line " is under control.Making use of free trade zone "system innovation heights" position to carry out advanced trial and actions in strengthening joint management,management of convergence,in-depth application of large data technology and free trade zone special identity documents with the district public security organs,and to build a two-way early warning mechanism and personnel classification management model so as to post the effects of the management.To come to a conclusion,through the establishment of "forward and backward,core strengthening" system of the free trade zone immigration management,to strengthen the anti-risk ability of free trade,to ensure that the free and convenient policies will achieve effective results under the premise of national security.
