The Construction Of The Relationship Between The Police And The People From The Perspective Of Anti-terrorism

Chinese people's police of the public security organization is at the frontier of the construction of Peace China and Rule of law in China.In recent years,violent terrorist cases occur frequently,which casts great threats to people's life and property and makes new requirements for the police-public relation,especially for the construction of relationship between the police and the public.Anti-terrorism requires the cooperation of the police and the public.Theories of Governance,Crisis Management,and Public Relations suggest that,firstly,the public interest maximization is the basic goal of public management;secondly,the whole process of crisis management requires close cooperation between the government and the public;thirdly,the quality of the cooperation between government departments and the public is closely linked with government's management concept,system and ability.Such theories have shed light on the police-public relationship construction under the background of anti-terrorism.The police-public cooperation is the core of the relationship construction between the police and the public.Israeli police department has promoted the practice of police-public coordinated anti-terrorism,which provided certain experience from abroad.They have accumulated effective experience in public security education,public report of anti-terrorism clues,public anti-terrorist drills as well as crisis management.In recent years,our public security organizations have adhered to the tradition of combining specialized organizations with the public so as to actively mobilize and organize the masses to participate in anti-terrorism practice,which has made remarkable achievements.Nevertheless,scope and effectiveness of the public participation need to be improved as well as the anti-terrorist law enforcement ability and the public relations ability of the public safety organization.Causes of these problems can be analyzed from the perspectives of management idea,management system and management ability.Based on the theoretical and practical analyses both at home and abroad,the author thinks that Chinese public security organization could put forward the relationship construction between the police and the public in the background of anti-terrorism from following aspects:Firstly,establishing the social governance philosophy,regarding the public as an antiterrorist partner,trusting and relying more on the public;Secondly,improving social governance system and making use of enterprises,social organizations,news medium so as to promote the socialization of the anti-terrorist work;Thirdly,enhancing social governance capacity,promoting the anti-terrorist law enforcement ability and crisis management ability in the Age of Big Data so as to improve people's sense of security,satisfaction and trust.Fourth,perfect the mechanism of social governance,and build the relationship between the police and the people throughout the whole process of crisis management.
