The Construction Of The New Relationship Between The Police And The People

The police & the people relationship is the central line that penetrates the entire policing work. The transformation of the policing pattern is the re-orientation of the police & the people relationship. Western and Chinese policing reform all confirms that the police &the people relationship is the impetus of policing pattern transformation. With the market economy's further development, public consciousness is greatly enhanced. The control model of the police & the people relationship is formed under the traditional administrative pattern, and cannot adapt to the present policing work yet. However, the policing reform which is instructed by the New Public Management theory pays more attention to efficiency than to public responsibility. In view of the important status of the police & the people relationship in the entire policing work, on the basis of the summary of Chinese and foreign scholars' research about the police & the people relationship, this article is attempting to elaborate the new relationship between the police & the public construction from the New Public Service angle by means of systemic, comparative, and structural-functional analysis.The thesis can be divided into four parts.The first part is introduction. It introduces that the police and the people relationship is very important in the evolvement of western policing work, and gives a brief literature summarizing.The second part gives an outline of the new relationship of the police & the people. Starting from the meaning of the police & the public relationship, the thesis introduces several related representative viewpoints, and points out the relation and difference between the police & the people relationship and the police- public relation. Based on the introduction of the police & the people relationship, it gives the meaning of the new relationship of the police & the people from the New Public Management angle for the first time, which is: public participation is the foundation; humanism is the core, and taking service as the central content. The third part mainly discusses the present situation of the construction of the new relationship of the police & the people. First, it points out the endeavor of the construction and the concrete manifestation of the problem, such as the heavy bureaucratism and the weak service consciousness, the crude law enforcement and the lack of the humanities concern, the faint rights consciousness and the poor participation ability. Next, it gives an anatomy of the reason from three aspects: the old police system and the remnants of feudalistic society influence; the social particularity of transition period; and the policing system. And then, it proposes a viewpoint that the police system is the main hindrance in the construction of the new relationship of the police and the people.The forth part mainly analyzes the strategies to construct the new relationship between the police and the people. It proposes an argument that the construction is a great social systemic project. It does not only request that the government provide a harmonious social environment, coordinate the benefit relations, establish a perfect benefit expression channel, call for social virtue , cultivate a favorable citizen culture; but also requires that the public strengthen their public and rights protection consciousness, enhance the ability of participation in social management and supervise the policing work, establish harmonious relationship between the police & the public; and most importantly ,it also requires to deepen the policing reform , to reduce the management hierarchy in the organizational framework, in order to realize the policing focus transition from the organ to the basic front, then the system structure which cherishes the people will come true. In the leadership system, we should bring the county policing reform into effect ,transfer the horizontal orientation to the vertical orientation; restrain the tendency that the police organ pays more attention to the government's benefit than to the people' benefit because of its dependence on the local government in finance and personnel , shift the station house's work center to the implementation of community policing, depend upon the public, and bring the comprehensive management of public order into effect.In a word, on the basis of the former academic research, from the comparison of the relationship in different public administration models, the thesis points out the characteristic of the relationship between the police and the people, and proposes a viewpoint that the police system is the main hindrance in the construction of the new relationship of the police and the people. It also proposes an argument that the construction is a great social systemic project; it needs the hard work of the government, of the public, and of the police organ too. Above all, to deepen the policing reform is the main path to the construction of the relationship.
