Research On The Collection Of Rural Community Criminal Intelligence

The current situation of rural crime in China is serious,all kinds of contradictions and disputes constantly,but at the same time,community police affairs in rural areas of our country is lack of funds,manpower,facilities and other inputs,for criminal attack is very traditional,intelligence work is lagging behind,causing the public security organs in the crime detection and control is very passive.This paper reviews the domestic and foreign research in the theory of community policing,rural community and rural community policing,criminal intelligence and other areas,combined with the actual work of the Public Security Bureau of Tongshan District,summarizes the status quo and problems of China’s rural community crime intelligence gathering,to analyze the deepseated reasons.This paper presents the five in one theory of guarantee as the core: China should conform to the trend of social development,change the train of thought,do a good job in the collection of criminal intelligence from the aspects of system,and promote the rapid and orderly development of rural community policing,construct of rural community norms of criminal intelligence gathering proposals and ideas,namely:(1)In terms of system and regulations guarantee,we should improve the relevant supporting legislation,through refining administration to Establish a set of legal system to adapt to the collection of criminal information in rural communities,through the establishment of rules and standards,clear job responsibilities to the people;(2)In respect of property and supervision guarantee,should increase investment in rural community policing and criminal intelligence gathering funds,manpower,facilities,the establishment of a fair and reasonable the performance appraisal supervision mechanism and smooth feedback channel;(3)In terms of subject and subjective guarantee,we should pay more attention to deepen understanding,Through the police sink and other measures to enrich rural police,through targeted training,short-term training to establish training system of intelligence personnel,and effectively improve the comprehensive quality of the police,through the induction training,regular training and other ways to strengthen the professional auxiliary police team construction,strengthen the construction of rural public security organizations,through extensive mobilization,to establish the criminal intelligence gathering network that pu the police station,police,district public security organizations as the core,relying on the masses,enthusiastic volunteers,criminal intelligence special forces;(4)In terms of publicity and communication guarantee,by strengthening the guidance of public opinion,establish a sound and media communication mechanism,resolutely combat malicious rumors to discredit the image of public security work and illegal behavior,create a harmonious public opinion environment;(5)In terms of collaboration and sharing,in addition to strengthen their own criminal intelligence gathering ability,efforts to expand the criminal information collection channels,we should establish with the police departments and other units of the information sharing coordination mechanism.
