Study On The Construction Of Population Information System From The Perspective Of Social Governance

China is in the period of social transformation.In the process of reform and development,one of the major problems is social governance,which has direct relation to China's economic development and social construction.The status and role of foundation,guidance and wholeness for population management in the frame of social governance gets more and more prominent.In the era of big data,it is extremely important and urgent to construct and perfect population information system to scientifically and efficiently manage population data and improve the level of social management and public service.This thesis put forward to the concept of population information system from the perspective of social governance.The contents of population information system construction contain the basic information in public security system,the information related to population gained by government sectors such as family planning,civil affairs,employment,education,industry and commerce,taxation,social security,etc,population information managed by enterprise department(banks,mails,etc)and social service sectors(transportation,water supply,power supply and gas supply,etc).Through the mechanical measures such as information collection,integration,share and application,basic information database of population is constructed,thus formulating a comprehensive service system involved by government,social institutes,enterprises,markets and so on and meeting the needs of population information inquiry,verification,exchange,citation,etc.Developed countries has mature measures and methods for population management,such as the "social security number" of the United States,the civil registration system of the European countries and the "household registration" system of Japan,which not only provide rich experience for China's national basic information database of population,but also provide helpful reference for the construction of population information system.At present,China's national basic information database of population is in the process of development and construction,while population information system is not completely formulated.There are still a lot of problems: the collection of population information in multiple aspects,overlapped functions,messy information;incomplete,inaccurate,delay population information in every sector;data integrated difficulties among sectors and systems;population information in sectors and systems not being shared;prominent security risks of population information.The target of population information system construction is to realize the efficient collection,standard integration,high sharing and comprehensive application of information by the means of intensified and networked management of population information.It tries to not only improve the level of social governance,but also further push the construction of well-offsociety and service-oriented government.Therefore,in order to strengthen the top-level design,this thesis proposed countermeasures to construct and perfect China's population information system through some aspects including population information sharing,collection,integration,application,security,legal support.
