During the fourteen years of the Manchuria regime,the press and publishing industry was in a stage of deformed development and became an important means for the Puppet government to control public opinion.In this process,what kind of role did the press legal system play? From the perspective of the combination of history and law,and the combination of micro and macro,this paper examines the background,process,content and implementation effect of Manchu press and publication law.From the "publication law" of 1932 to "news agency law" of 1941,the Manchu authority in accordance with the war situation intensified demands on the strengthening of public opinion control,introduced a series of laws and regulations,to build a set of press and publication Legal system.This legal system regulated the publication and management system of the puppet newspapers and periodicals,standardized the production management system of the film industry,and established a high-level supervision system for journalists and publishers,together with strict press and publication inspection,and finally formed a all-round press and publication control system which involving newspapers,radio and film,from various sectors of the body to the practitioners.Under the principle of "Japan-Manchukuo integration " founding spirit,the Manchukuo used legal language to make the legal texts have a strong tendency which is talienating "rule by law" into "rule by man".In the implementation of the legal system,the Manchukuo authorities had a "flexible" practical attitude,was not limited to legal provisions,and took brutal legal means to maintain colonial order when necessary.In general,although this layer of legal system is tight,the essence is implementing dictatorship in the name of nomocracy,the so-called nomocracy but a phantom Bale.
