Research On The Basic Level Police Mediation From The Perspective Of Social Governance

Most policeman have fear of police mediation.If they mediate successfully with the neighborhood for many years of grievances,their sense of achievement is not less than the uncovered cases.At the present,the police mediation involves a large number of police forces,which reduces the efficiency of the public security organs.This paper attempts to analyze the theoretical and practical analysis to optimize the solution of social contradictions at the present stage,and from the perspective of the police put forward the effective way of police mediation.The article is divided into five parts to elaborate the author's own point of view,starting from the theoretical analysis,from the two aspects of the development of China historical and cultural and social mediation to deeply analyze the sequence of events,a detailed analysis of the present stage of social contradictions and disputes and the solutions and operation status,combined with their own actual work pointed out that the current public security mediation the advantages and disadvantages,and puts forward the improvement method of mediation.The first part briefly introduces and analyzes the author as mediation intention and purpose of the research object,hoping to resolve the embarrassing running state at the present stage of public security mediation through macro and micro analysis,it is to resolve a large number of social contradictions,is worthy of promotion,but by the public security of a single large support,and difficult to promote the social status and development status in developed countries where the public security mediation,combined with China's social reality,puts forward the research method.The second part describes related knowledge of public security mediation,first traces the history and development of police mediation,the emergence and development of police mediation from the social background to explain what is the police mediation,analyzes why people love the public security organs involved in mediation,and give up other ways of resolving contradictions,points out the important position of the present stage of police mediation in social governance and its irreplaceable.The third part is combined with the actual work of the Hemudu police station,analyzes the public security mediation system with the change of social development,as well as the Hemudu police station to adapt to the new form of mediation and tryand make the harvest experience,laying the groundwork for the following analysis of shortcomings and difficulties of police mediation.The fourth part of the system analysis,induction,summed up the cause of the current police mediation in the process of running a variety of irregularities and the reasons for the development of the drawbacks of the process.First of all,it points out the problems existing in the operation of police mediation,such as the lack of normative measures in the mediation process.Then the article analyzes the impact of the environment on police mediation from the two aspects of the legal environment and social environment,so as to cause the current situation.The law is mainly to the enforcement of police mediation,the parties can only rely on the principle of voluntary mediation;in reality no detailed and clear law can refer to the process of law enforcement personnel;mediation of discretion is too wide.In this part,the author points out the defects and evaluates some new methods of mediation,which is a natural transition to the last part.In the fifth part,the author puts forward some suggestions on how to standardize and improve the existing problems of the existing police mediation.Starting from the actual operation of the police station,this paper puts forward some ideas to improve the work of police mediation.Secondly,put forward the improvement suggestions from the two aspects of the legal and social environment,including improving police mediation system legislation,including mediation play various disputes settlement,positive way,establish a diversified dispute resolution mediation ideas,breaking a dominant situation,and guide people to a variety of dispute resolution,will public security mediation into the real "police" mediation,is no longer "all disputes".
