Research On Police Mediation From The Perspective Of The Construction Of Public Psychological Service System

China is in a transition period,with the continuous adjustment of the economic structure,the obvious acceleration of the pace of people's life,and the increase in the demand for public psychological services.The party and the state attach great importance to the construction of the social psychological service system,in order to cultivate a positive social mentality,lead the correct value orientation,prevent and resolve the risks of social contradictions,and improve the ability and level of social governance.As a non-litigation dispute resolution,public security mediation is to resolve the negative emotions and misunderstandings of the parties through communication and negotiation,respond to their various psychological demands,and finally achieve the goal of settling disputes and case.Therefore,it is an important part of the social psychological service system.In order to explore the current situation,problems and outlets of police mediation under the framework of the social psychological service system,this study analyzes and expounds that there may be a wide range of psychological factors in the process of mediation.On the basis of systematically summarizing the relevant concepts and development process of social psychological service system and public security mediation,and clarifying the relationship between them,the investigation method is used to collect the monthly police situation and formal dispute mediation cases of the three police stations.The method of semistructured interview was used to interview 30 police officers who had experienced public security mediation,and the relevant materials were collected after the interview.The research shows that:(1)The current contradictions and disputes faced by the public security organs are not only huge in number,complex and diverse in type,but also have the characteristics of sudden occurrence,regional relevance and so on.(2)Dispute mediation goes through five stages: accepting a case,investigating evidence,conducting mediation,reaching an agreement,and fulfilling an agreement.Among them,the organization of mediation is the core part of the mediation work.At this stage,the parties have psychological characteristics such as emotional factors,cognitive factors,demand factors and so on.Psychological counseling is the key link of police mediation,that is,by resolving the bad emotions of the parties,changing their wrong thoughts and cognition,and actively responding to their various psychological demands.Police mediation is an important part of the social psychological service system.(3)The grassroots police still have some problems in resolving disputes,such as unreasonable concept of mediation,inadequate dispute resolution capabilities,and inappropriate working methods.(4)From the perspective of the subject of the dispute,the main reasons for the frequent occurrenceof contradictions and disputes are the lack of social sense of security,the psychological imbalance caused by the sense of injustice,and the lack of awareness of rules.On this basis,this paper puts forward some suggestions on how to improve the public security mediation from the perspective of a social psychological service system,mainly from the aspects of improving the institutional mechanism of conflict mediation,strengthening the construction of the talent teams of dispute mediation,and enhancing the ability and quality of the dispute mediation police.
