Research On The Problems And Countermeasures Of The Zhejiang 12333 Counseling Services Construction

With the party and the country to vigorously promote the construction of a service-oriented government,the human resources and social security work is playing an increasingly important role.In order to solve increasingly prominent livelihood problem and service for the masses,building the 12333 counseling services system as a platform for propagandize policy and listening people's voice becomes the key part.Zhejiang 12333 Labor and Social Security Call Centre opened in December 2006,it has been provided comprehensive,multi-angle,three-dimensional public services,including telephone,Internet,mobile phones and other platforms well,and now it has completely covered.Currently,the 12333 services platform is facing rare development opportunities,but also facing enormous challenges.This article aims to analyze the immediate problems of scientific study and propose measures to strengthen the information construction of the Human Resource and Social Security Bureau,and improve the public service system,so that the government can speed up the transformation of government functions,and create a good image of the service-oriented government.The first part of the article shows the purpose,method and innovation of this research by combining the research results in China and abroad.The second part combines system management and effective administrative communication into the 12333 counseling service system by learning some fundamental theories,such as new public service theory and development communication theory.The third part indicates that the 12333 counseling service has promotion function for improving the construction of public service system,by researching the development history of the Zhejiang 12333 counseling service system.Part four concludes some issues of the Zhejiang 12333 counseling service construction,such as lacking of ideology,imperfection of organization framework,weakness of professional talents,and so on.The fifth part put forward some enlightenment according to Beijing's experience of the 12333 construction.The sixth part come up with some policy suggestions for improving the Zhejiang 12333 counseling service construction,with the aspects of ideology transformation,organization construction,team construction,platform construction,system construction and so on.The last part is the conclusion and expectation.Hopefully,these suggestions can help providing relevant theoretical support and reference for construction of the Zhejiang 12333 counseling service.
