The Problems And Countermeasures Of Public Service In HL Community In Sanya City

With the deepening of reform and opening up and the sustainable development of social economy,China has got rid of the restriction of planned economy and developed into a new society with community as the basic unit of society,which has laid a good material and social foundation for the supply of community public service and the improvement of its service level.More and more social forces are involved in community building.Community neighborhood committees,social non-profit organizations and organizations with market nature have been established or settled,and have developed into the backbone of community construction in China.This has gradually changed the pattern of community public service dominated by the government,and the development of our community is facing a new opportunity.The core problems of community public service are service subject,system construction,facilities construction and community culture construction.Taking HL community in Sanya as the research object,this paper introduces the basic situation of HL community,the main contents and characteristics of public service.Based on the questionnaire survey of the community residents' satisfaction with the community public service.There are five aspects and 12 specific problems in the public service of HL community,which is mainly involved in the obvious administrative color,the imperfect development of intermediary organization,the low utilization rate of public resources,the lack of public investigation demand and the insufficient application of the competition mechanism.Finally,from the point of view of the establishment and perfection of public service system,this paper puts forward some measures to reform the evaluation system,improve the quality of service providers and perfect the mechanism of resource raising;From the point of view of strengthening the construction of community public service organization,this paper puts forward some measures to mobilize and encourage theexternal social forces and internal public service organizations to participate in community public service;From the point of view of strengthening the construction of community public service infrastructure,this paper puts forward measures to increase the investment in community public service through multiple channels,promote the construction of community public service hardware facilities and encourage community residents to actively participate in community public service.This paper is of great practical significance to HL community and the special type of community such as the military family community,and it can be also used for reference in the practical predicament of common types of community public services.
