Research On The Deputy Structure Of People's Congress At The County Level

The people's congresses and their standing committees at the county level are the organs of state power at the grass-roots level,and an important part of state power.As the subjects of organs of state power,the deputies to people's congresses should take on the role of the spokesperson of people's interests,and maximize their functions in reducing social contradictions.However,some people regard the status of deputy as a kind of "honor" and "privilege",and they,by hook or by crook,rack their brains in order to be deputies,resulting in false identities and structural imbalance of deputies in many places with even no few "problem deputies" and "deadbeat deputies".The serious nature and the bad influences are so thought-provoking and the lessons learned are so profound that we can not but pay serious attention to the deputy structure of people's congress.Through the analysis of the structural changes taking place in the latest three sessions of deputies in Luozhuang District from 2002 to 2016,several problems have been found in the deputy structure of people's congress at grass-roots level,such as false identities of deputies,the number of cadre deputies being fairly high while that of female deputies being relatively small,the existence of gap between the electoral system of deputies and the actual operations,lack of initiatives of deputies to perform duties.The main causes of the above problems are the abuse of reference indexes for structural division,the deviation of ideological cognition,the imbalance in political participation from different social classes,etc.On account of the existing problems,this thesis puts forward the standards to optimize the deputy structure of people's congress at the county(district)level.That is,the deputy structure should be considered from the perspectives of politics,balance,representation and locality to set strict norms for the nomination procedures of deputies;the identities of deputies should be strictly defined,and the proportion of grass-root workers and peasants in deputies should be expanded;staff of "One Government and Two Departments" cannot enter the people's congresses of their levels,thus solving the problem of role conflicts;the structure should be optimized by seriously treating the electoral disciplines and other ways,in an effort to let the deputies reflect,to the largest extent,the real demands of the grass-root people,to achieve the goal of consolidating the mass basis of the people's congress system and improving the people's acceptance of and support for state power.
