The most basic local organs of state power in China are the people’s congresses at the county and township levels.The general election of county and Township People’s Congresses is an important practice of our party’s insistence on assuming power for the people,leading,supporting and ensuring that the people are the masters of the country.It ensures that the candidates recommended by the party organizations can enter the state organs smoothly according to law.It is of great significance to ensure that the party’s propositions become the will of the state through legal procedures,to strengthen the construction of grass-roots state power,to improve the party’s leadership and to improve the party’s ruling ability It is of great significance.2021 is about to usher in a new round of county and Township People’s Congress election year in China,which is also the first year of the 14 th five year plan and the 100 th anniversary of the founding of the party.How to better understand and grasp the new problems and new situations that may arise,formulate a practical and feasible election work plan and program,elect deputies to the people’s Congress who satisfy the people,and smoothly elect a new people’s Congress is worth studying It’s an important subject to study.In this paper,Kenli District People’s Congress election in 2016 as a sample,through the summary of the research status at home and abroad,put forward countermeasures to improve the weak links in the general election.Through this research,we can better adhere to and improve the people’s Congress system,embody democracy and democratic centralism,help the people to better exercise their power of entrustment and agency,enhance the authority of the government,and promote the construction of socialist political civilization in China.In this paper,the principal-agent theory,public choice theory,free riding theory,using the literature research method and field survey method,Kenli District People’s Congress elections were studied.It is found that there are some problems,such as the lack of stability and rationality of the organization,unreasonable staff structure,low efficiency,limited role of the voter group,and the inadequate distribution of the number of Representatives The main causes of the problems include: unreasonable division of constituencies,omission of voter registration due to manual work,lack of means of voter qualification examination,formality of proposal and determination of representative candidates,low participation of cadres and masses in the election process,loose connection between representative examination and work,gap between representative structure and quality,lack of recall,supplement and mobility mechanism after representative election It is difficult to unify the efficiency and fairness of the electoral institutions,the defects of the electoral system itself,the asymmetry of information and interests lead to the contradiction of principal-agent relationship between the election subjects,the failure of incentive mechanism and the weakening of constraint mechanism lead to the low efficiency of other election participants.This paper introduces the experience of Siyang County People’s Congress using new media and new ways to publicize the general election and Fuyang County People’s Congress taking many measures to introduce candidates and go deep into the grassroots to protect the rights and interests of the floating population.In view of the existing problems and reasons,this paper puts forward the following countermeasures: to establish a stable organization,effectively enhance the working ability and quality of full-time personnel,give full play to the role of the voter group,reasonably divide the constituencies,flexibly do a good job in the distribution of the number of Representatives,do a solid job in voter registration,do a strict and detailed examination of the qualification of voters,improve the proposal of representative candidates,and constantly enhance the quality of voters and representatives The interaction among candidates should be strengthened,the publicity and standardization process should be strengthened,the representativeness,universality and advanced nature of the representative structure should be fully considered.The supervision mechanism should be perfected,the mechanism of representative exit and the establishment of mobile mechanism should be explored,and the voters should create a good environment for public opinion and gradually implement the system of neighborhood representative assembly to weaken the information asymmetry.Spontaneous behavior drives the improvement of the performance ability of the representatives and improves the system of the adjustment of the tenure of the representatives.For the staff,it is necessary to make clear their duties and strengthen the training in skills.For the leading cadres,it is necessary to act in strict accordance with the law and coordinate the balance between the departments and the representatives.
