The Study Of Mechanism When Chinese People's Armed Police Force Handling Group Incidents

The range of group incidents in China are wide, high frequency and complex causes. Chinese People's Armed Police Force(CAPF for short) is the main force of national among all levels of government when dealing with group incidents. Although the task becomes more and more difficult, the CAPF has the responsibility to maintain the security according to the law.After doing some research, the paper introduce the features and functions of CAPF, analyze the facing problems and use crisis management theory to build the long-term mechanism of CAPF in dealing with group incidents. It will help the CAPF to improve the dealing ability and will make the CAPF to better fulfill mission. Followed by the characteristics and functions of the CAPF in the disposal of group events described above, based on in-depth analysis of the CAPF in dealing with group events disposal mechanism exists and the causes of the problems, the paper take XX Contingent of CAPF when handling Anti-Japan group events as case analysis samples, sum up a countermeasure of long-term mechanism when CAPF construct the mission.According to the crisis management theory the paper divide long-term mechanism into the preparatory mechanism, response mechanism and post recovery mechanism.
