An Empirical Study On The Policy Innovation Diffusion Of The Prefecture Level Cities In China

Policy innovation diffusion means a process of communication and adoption among governments,which is through specific channel in a certain period of time.The research on policy innovation process from individual to general,from typical to popularity and from local to the whole diffusion,can make people not stay in improving governance of some sectors,some levels and some departments,but to achieve the purpose of improving the overall level of management.The research of policy innovation diffusion started from the United States in 1969,and at present,it has become an important theme of policy scientific research.In China,scholars began to study in recent years,there are still many deficiencies in the study.So research Chinese policy innovation diffusion has important theoretical significance and practical significance.This paper uses case study method,and chooses Smart City as an example to discuss Chinese policy innovation diffusion from the prefecture level city.This article is divided into six parts.The first part is the introduction,which is briefly discusses the origin of this article,and the research status at home and abroad.At the same time,it explains the meaning,purpose,content,method and innovation of the research.The second part defines the related concepts of policy innovation diffusion.On the basis of China's practice background and policy pilot,we establish the analysis framework about China's policy of innovation diffusion through the internal and external factors.The third part,get the data through the network sampling,then analysis the process,time and space characteristics,mode of China's smart city diffusion.The fourth part analyzes the influence factors of China's smart city diffusion.We use Event History Analysis(EHA)method to analyze the prefecture level panel data from 2010 to2015.The results show that: the size of the resident population,financial resources,the provincial commands,proximity effect,city administrative level and policy pilot,are positively related to innovation diffusion of smart city;the influence of per capita GDP and regional location is not significant.The fifth part is the conclusion and enlightenment.Based on the summary of the results,we put forward some effective suggestions to promote China's innovation diffusion:(1)Continue to carry out the pilot work of the policy,and achieve the overall diffusion after pilot city test first;(2)Increase the support of superior,and optimize the diffusion environment;(3)Enhancing the interaction between cities,in order to smooth communication channels;(4)Improve theinnovation mechanism to accelerate the diffusion process.The last part is the inadequacies of this study and prospects for future research.
