Research On The Effect And Influencing Factors Of Guiyang’s "Data Valley" Big Data Policy Diffusion

Policy diffusion,also known as policy innovation diffusion,generally refers to the process by which a policy innovation is transferred in space and adopted by other governments.In recent years,the proliferation of public policy has gradually become a potential theoretical growth point in the field of Chinese politics and public management research.Existing research mainly uses the western policy diffusion theory to explain China’s policy issues,and empirical analysis based on the theoretical framework of China’s localized political practice is rare.The in-depth study of the basic experience and scientific laws of the spread of Chinese public policy among the actual government departments is conducive to refining the operating mechanism of the public policy process with Chinese characteristics,and summing up a modern Chinese plan to promote scientific,democratic and governance decisions.Based on the existing research,this article studies Guiyang’s "China Data Valley" as a specific case of big data policy diffusion.It sorts out the research of domestic and foreign policy diffusion theories in different policy areas and draws on its research methods.First,using literature measurement methods,literature research was conducted on policy diffusion and big data policies.For policy diffusion,comprehensive domestic and foreign research is relatively mature on the whole.The research topics focus on: influencing factors,diffusion patterns,and diffusion mechanisms;The research on the diffusion of big data policy mainly focuses on the status quo research,and more empirical methods are used.This article reviews the existing research and summarizes the theory.Based on the existing literature and policy reality,a comprehensive analysis framework is constructed based on the internal logic of the policy innovation diffusion subject,object,and diffusion path.Secondly,the case study method is used to summarize the current status of innovation diffusion of big data policies among government agencies in Guiyang.The study found that there are 48 municipal government agencies in Guiyang,and 44 departments adopted them in 2014-2019.The Big Data policy was first adopted by the Municipal Government Office,and gradually extended to other government agencies over time.The "S" curve characteristics are presented in time characteristics,which are in line with the general characteristics of policy diffusion;the agglomeration effects are displayed in spatial characteristics,and the mechanism of policy diffusion is also analyzed and combed.Finally,the event history analysis method(EHA)is used to explore the influencing factors of policy diffusion between horizontal sectors.According to the results of empirical analysis,the research shows that: mechanism guarantees,financial support,provincial instructions,departmental education,the term of department heads,the cumulative amount of big data carried out by departments at the same level,and the big data news and the proliferation of big data policies show a significant positive correlation Relationships are effective influencing factors;organizational security,the age of department heads,the number of departments headed by department heads,and the spread of city-level instructions and big data policies are not statistically significant.Based on the conclusions of the research results,this article puts forward suggestions and measures to promote the diffusion of big data policies: first,to optimize the pressure of higher administrative levels to achieve vertical diffusion;second,to strengthen policy guarantees and optimize the diffusion environment;third,to improve the sector Communication platform,smooth communication channels;Fourth,establish and improve personnel mechanism to promote innovation diffusion.We hope to give full play to the role of big data policy diffusion,optimize the service functions of municipal government departments,and improve the level of urban governance.
