With the development of Internet information technology,Internet+ is continuously combined with various traditional industries.The social governance environment facing the government is becoming more and more complex.Social problems and new governance challenges that have never appeared in the past have emerged in an endless stream.The establishment and improvement of innovation and modern governance system.The emergence of "online car rental" is the result of the combination of the traditional taxi industry and the Internet.In order to regulate the healthy development of the online car rental industry,in July 2016,the Ministry of Transport and six departments issued the "About Deepening Reform and Promoting the Health of the Taxi Industry." "Guiding Opinions on Development" and "Interim Measures for the Operation and Management of Online Rental Cars",major cities have subsequently responded,and specific implementation plans for car-hailing management have been issued based on local conditions.Based on the perspective of policy innovation diffusion,this article focuses on “ What are the characteristics and mechanisms of policy innovation diffusion of online car-hailing management? What are the factors affected by its diffusion process?”“As a new format of innovation diffusion,what are the problems in the process? How? Optimization?" etc.to discuss the innovation diffusion of online car-hailing management policies.First,by analyzing the text data of the car-hailing management policy in 255 cities across the country,it is found that the diffusion of online car-hailing management policy innovation presents a steep "S-shaped" curve diffusion pattern in time,with a certain ups and downs in a certain period;The geographical spatial diffusion basically conforms to the path of gradual diffusion from the developed regions in the east to the central and western regions,and reflects the regional concentration effect.Its innovation diffusion process conforms to the mechanisms of coercion,competition,learning,and imitation.Among them,the central government embodies the mechanism of coercion and learning,while the local governments more often behave as a mechanism of competition and imitation.Secondly,using the event history analysis method,the influencing factors for the innovation and diffusion of China's car-hailing management policies include urban internalfactors(population number,traffic conditions,economic factors,government capacity)and external urban pressure(central government pressure,peer competition pressure),Public opinion pressure)and other seven groups of elements for analysis.The study found that population,economic factors,central government pressure,peer competition pressure,public opinion pressure and other factors have a significant impact on the diffusion of innovation in my country's ride-hailing management policy.Overall,the diffusion of innovation in my country's online car-hailing management policy is a process of competition among peer governments under the initiative of the central government and constrained by the level of economic development and marketization.Finally,based on the above research results,this article puts forward the problems existing in the process of innovation and diffusion of China's online car-hailing management policy and puts forward corresponding optimization suggestions: transforming the governance concept and enhancing the timeliness of response;optimizing intergovernmental relations and improving the government's innovation;establishing Optimized routes such as online car-hailing management policy innovation communication platform,etc.
