| As a new engine of economic growth,artificial intelligence and big data have attracted the attention of governments and relevant organizations.In order to promote the development and industrial application of artificial intelligence technology,major countries and regions around the world have issued strategies or policies one after another.China’s regions publish AI related policies intensively,and the phenomenon of dissemination,reference and adoption between these policies is increasingly significant.This paper takes the diffusion of AI policies as the research object,based on the theory of policy diffusion,combined with the theoretical framework of toe,forms the analysis framework of AI policy diffusion in China.Firstly,this paper analyzes the current situation of AI policy diffusion from the perspective of time,space and the main body of the paper.Based on the description and analysis of the current situation of AI policy diffusion,this paper uses Stata 16 measurement software to analyze the influencing factors of AI policy diffusion by using the event history analysis method.Firstly,in the process of policy diffusion of artificial intelligence in China,it conforms to the basic characteristics of policy diffusion.In terms of time dimension,the diffusion process of AI policy in China conforms to the S-shaped curve.At present,China’s local government data opening policy is in a period of rapid development.In the spatial dimension,AI policy diffusion follows the diffusion path from east to west,and the eastern region is the pioneer of AI policy in China.Secondly,we use the event history analysis method to analyze the factors that affect the diffusion of AI policy in China.It is found that the environmental level has the greatest impact on the adoption of AI policy,and the policy pressure will be the key to the adoption of AI policy in a region.The importance of the influence of organization level is obviously weakened under the influence of technology level and environment level,which is a big difference between science and technology policy and public policy.Under the control of environmental variables,the impact of technology level on AI policy adoption is greater than that of organization level.The number of patents reflects a region’s innovation ability and is a key factor in the adoption of science and technology policy.It is also found that there are great differences in the sensitivity of related variables between the eastern,central and western regions of China.The eastern region is more sensitive to environmental variables,especially the impact of policy pressure and policy system.The western region is more affected by the proximity effect and the number of patents,but also by the policy system.Finally,based on the results of empirical analysis,this paper puts forward suggestions on strengthening the construction of policy system and increasing the communication between governments at the same level. |
