Under The Process Of Urban And Rural Integration Of Rural Labor Transfer Research

“Urban-rural integration” is a policy that takes urban and rural areas as a whole for plan and coordination,and thus promote the joint development of cities and villages.It aims to promote social development by adjusting the policy,reducing the income distribution of urban and rural residents,and encouraging the resource-sharing,the integration of public utilities development and labor market information.And more importantly,the same welfare of labors form urban and rural area will shatter China's dual system.It will take a long time to finally reach the goal of “urban-rural integration”,therefore there have varieties of problems like population migrant and systematic safeguard that need us to work out,and the main problem is the unexecuted equal national treatment during rural residents' migration.Under the circumstance of “urban-rural integration”,how to solve the problem of “agriculture,rural areas and farmers”,especially the transfer of the surplus labor has become a significant purpose in the construction of modernization of China.For a big agricultural country like China,it is difficult to encourage the agricultural labors to work in another industry,and the follow-up problem is that weather the labors from rural area will received the same treatment as the city's labor does.We investigated the condition of rural-labor transfer in the Huang Waizi village of Jilin Province so as to find the problem during the labor migrant process and analyze the reasons behind it,and also came up with corresponding measure and advice.There are five chapters in the paper.The first chapter summarizes the premise and foundation of the paper,the purpose and significance of the study,and relevant researches from China and overseas.It uses the correlative sociological theories including social mobility,social stratification,push-pull theory and social network theory as the foundation of the research and interprets the relative concepts.In the second chapter,it focuses on the study of the village and illustrates the basic situation of the Huang Waizi village,and introduces the current circumstance from the aspects of the number of migrant people,the cultural structure,the gender and the age.The paper puts forward the problems in the Huang Waizi village under the circumstance of the income distribution and the unexecuted policies and the treatments,which is the blindness of labor migrant,the labors from the rural area cannot fit in the city they're working in,large differences in the career choice,the lack of labor force in the village and the slow development of the rural residents' business.Chapter four analyze the reasons for those problems,for example poor quality as a labor,the changing ideas of choosing job,the large differences between urban and rural job requirements,and the slow process of “urban-rural integration” under the restrict of dual system.The fifth chapter summarizes the problems in the former chapters,and comes up with solutions combined with the situation of the Huang Waizi village: to improve the comprehensive qualities of the rural labor,to develop ginseng planting as an industry,to refresh the network platform of the employment and promote the contraction of rural community,and shatter the barriers between urban and rural systems.
